Amendment C139 was approved by the Minister for Planning in 2014 to rezone the southern portion of land (stage 1) and issue a permit to redevelop the old Lilydale Quarry.
The land was rezoned from Special Use Zone (SUZ1) to General Residential Zone (GRZ2) and the permit was approved for a staged residential subdivision of land, associated works and removal of native vegetation, including within the Hull Road reserve.
Further refinements to the permit for this southern portion of land (stage 1) were approved by Council in July 2018. To view the application, please visit ePlanning and search by application number YR-2014/932/B.
Replacement tree planting is a requirement of the permit and Council and VicRoads have assessed the traffic conditions appropriately considering the broader traffic network.
As part of the permit, the developer has also committed the relevant section of land (within stage 1 subdivision) to the Carrum to Warburton trail being built by the State Government’s VicRoads.
The remainder of the Lilydale Quarry site remains in a Special Use Zone which prohibits residential uses. The filling of the quarry pit is being overseen by the Department of Economic Development, Jobs, Transport and Resources (DEDJTR).
There are ongoing discussions between Council, the Victorian Planning Authority and other state agencies regarding the future of the rest of the site.
Any proposed rezoning or development on the site will involve further community consultation, an independent panel and approval by the Minister for Planning through a planning scheme amendment process.
