Qube Holdings, a partner in the Moorebank Intermodal Terminal development is entering into a Voluntary Planning Agreement (VPA) with Roads and Maritime Services (RMS) to address a requirement for regional transport upgrades to allow for the transport and logistics facility.

Voluntary planning agreements are entered into by the Minister for Planning and a developer, which agrees to provide or fund public amenities and public services.

The VPA with Qube Holdings contains two items:

A contribution of $48 million towards regional road upgrades; andWorks in kind and land dedication for road widening and realignment of the section of Moorebank Ave, south of the M5 motorway, to a four-lane road.

Liverpool City Council Chief Executive Officer Kiersten Fishburn said the agreement was in part a response to Council’s submissions to the Department of Planning and Environment to ensure cumulative impacts on surrounding roads and a funding strategy be considered as part of any development within Moorebank.

Council has indicated the Moorebank Terminals will have significant traffic impacts requiring improvements to the following:

Sections of the M5 Motorway, Hume Highway and Cumberland HighwayMoorebank Avenue SouthCambridge AvenueNewbridge Road/Heathcote Road/Moorebank Avenue intersection upgradeGovernor Macquarie Drive

Council will include its concerns about significant traffic impacts in its written submission to the VPA.

The VPA is on public exhibition until 29 November. A copy can be found at: https://bit.ly/2RrA0Nd
