Qube Holdings, a partner in the Moorebank Intermodal Terminal development is entering into a Voluntary Planning Agreement (VPA) with Roads and Maritime Services (RMS) to address a requirement for regional transport upgrades to allow for the transport and logistics facility.
Voluntary planning agreements are entered into by the Minister for Planning and a developer, which agrees to provide or fund public amenities and public services.
The VPA with Qube Holdings contains two items:
A contribution of $48 million towards regional road upgrades; andWorks in kind and land dedication for road widening and realignment of the section of Moorebank Ave, south of the M5 motorway, to a four-lane road.Liverpool City Council Chief Executive Officer Kiersten Fishburn said the agreement was in part a response to Council’s submissions to the Department of Planning and Environment to ensure cumulative impacts on surrounding roads and a funding strategy be considered as part of any development within Moorebank.
Council has indicated the Moorebank Terminals will have significant traffic impacts requiring improvements to the following:
Sections of the M5 Motorway, Hume Highway and Cumberland HighwayMoorebank Avenue SouthCambridge AvenueNewbridge Road/Heathcote Road/Moorebank Avenue intersection upgradeGovernor Macquarie DriveCouncil will include its concerns about significant traffic impacts in its written submission to the VPA.
