The City of Bayswater was awarded a 2018 LG Honour Award on Thursday 8 November for the SEED (Service Excellence Evaluation through a process of Discovery) Project. The award was presented in the category of 'Excellence in Service Delivery', and was a personal project of CEO and project sponsor, Andrew Brien.
Mr Brien presented a report to Council in July 2017, part of which was the recommendation for a City-wide service review.
"The intention of the project was to ensure the services provided by the City of Bayswater meet community needs and wants, and can be adapted to meet future needs and wants.
"The review was also designed to ensure Council delivers targeted, better quality services for the community; as well as improving resource use within the organisation. Rather than outsourcing the review, the Mr. Brien took ownership of the project and built the project team with staff from within the organisation. This enabled the City to effectively gather and verify information, ensure the outcomes were conscious of City specific issues, upskill staff and retain this knowledge within the organisation.
"The contribution of staff was invaluable to the success of this review, and the project team in particular deserve acknowledgement for their dedication and hard work.
"I also recognise the role Council played, as they fully supported this initiative and let me get on with the reviews. The SEED project identified 57 service areas for review and facilitated an organisational restructure, which has resulted in efficiency gains of more than $800,000 over the 2017-18 financial year.
"Overall, the project has been a huge success as it balanced service efficiency improvements with the ability of the organisation to accept change.
"Through a mix of collaboration, consultation and communication, the recommendations made in the service and structure reviews have been accepted and are owned by the organisation. Mr Brien said the City will continue to look for opportunities to improve.
"We are incredibly honoured to have received this award."
