Metro Station Development

In November 2015, NSW State Govt announced the Sydney Metro City and Southwest project (part of the wider Sydney Metro line).

This new railway includes two new Metro stations in our area

 Victoria Cross (North Sydney CBD) and  Crows Nest

North Sydney Council is working to ensure that the arrival of this major new transport infrastructure generates the highest possible level of benefit to the North Sydney community, particularly in terms of the public domain, pedestrian safety and amenity, street life and economic activity. We're also working with TfNSW to ensure that local impacts during construction are minimised.

Crows Nest Integrated Station Development

Sydney Metro received planning approval for Crows Nest Station in Jan 2017, and is now seeking approval for the buildings above and adjacent to the station. The concept State Significant Development application and EIS have been lodged with the NSW Dept of Planning and Environment and are on public exhibition until Thursday, 13 December 2018.

Sydney Metro has organised two community information sessions at The Crows Nest Centre, 2 Ernest Place, Crows Nest:

Wednesday, 28 November 2018 from 4 to 7pm Saturday, 1 December 2018 from 12noon to 3pm

The community, government agencies and project stakeholders are encouraged to have their say on the proposed buildings and can make a submission at:

Council has made a submission to the EIS exhibition process, which was endorsed by Council on 18 July 2016 (460KB).

Sydney Metro Planning Study - background

In response to the State Government's 2015 Metro announcement, Council resolved to ensure that the built form, land use and public domain outcomes resulting from the Metro deliver the highest possible public benefit to the North Sydney community.

The Sydney Metro Planning Study has been prepared by Council to inform and guide on-going planning and design of the Metro sites and immediate surrounds. The Study condenses all relevant existing Council policy, identifies opportunities for improved public domain and land use outcomes, and establishes a set of principles to be applied to the ongoing planning and design of the Metro station sites. The Study also makes a number of recommendations for further detailed work to be undertaken to inform future Council decision making.

Council adopted the Planning Study at its meeting of 16 May 2016 in the CiS01 Sydney Metro Planning Study report and see the Minutes for the resolution of Council.  

A built-form addendum was adopted by Council at its meeting of 20 February 2017 in the CiS04 Sydney Metro Planning Study built form section (16MB).

Central Laneways Masterplan

The Sydney Metro Planning Study recommended, among other things, that a masterplan be prepared for the small streets / laneways network to the east of the Victoria Cross Metro station location. The Study identified the need to ensure that the network can safely accommodate the expected increase in pedestrian activity, and also the opportunity for Council to pursue place-making initiatives that will help foster a unique destination within the North Sydney Centre.

The Central Laneways Masterplan, adopted on 18 July 2016, draws on existing policy and identifies key moves or opportunities within the precinct that will inform the on-going planning and design response to the Sydney Metro and other development within the precinct. The four key moves identified by the Masterplan are to: 

Revisit 1 Denison Street Approval; Create a Pedestrian Priority Precinct; Implement Brett Whiteley Place Concept Plan; and Facilitate New Spaces and Activities.

Crows Nest Placemaking and Principles Study

The Crows Nest Placemaking and Principles Study has been prepared by Council to inform Council’s input into the State Government’s strategic planning investigation of Crows Nest, St Leonards and the Artamon industrial areas. In July 2016, the State Government announced that it would undertake a 'Priority Precinct' investigation into the area and prepare a strategy to direct future development and infrastructure provision associated with the Metro station at Crows Nest.

The Study articulates the community’s aspirations for the area and proposes a suite of principles and character statements that encourage well designed new buildings that realise the potential of the new public transport infrastructure whilst contributing towards the activity, amenity and character of Crows Nest, St Leonards centre and surrounds.

Council on 5 December 2016 adopted the Crows Nest Placemaking and Principles Study.
