Benalla Rural City Council (Council) gives notice under section 190 of the Local Government Act 1989 (Act) of its intention to enter into a lease with Neil Healy in respect of the premises described below (Proposal).
The premises are known as Hangar 25, Benalla Airport, Samaria Road, Benalla 3672 (Premises).
The principal terms of the lease will be:
A term of five (5) years commencing 1 March 2019 with options for 4 further terms of 5 years each (Term). A commencement rent will be calculated at a rate of $5 per square metre of the area of the Premises (plus fire services levy) per annum plus GST. Rent is to be reviewed annually by CPI adjustment on each anniversary of the commencement date of the lease, except for on the 5th anniversary of the commencement date of the lease on which the rent will be reviewed to market value.A person may make a submission on the Proposal. Any person proposing to make a submission under section 223 of the Act must do so by Wednesday 2 January 2019.
All submissions will be considered in accordance with section 223 of the Act.

Any person requesting to be heard in support of his or her submission is entitled to be heard before Council (or a Committee established by Council for this purpose) or be represented by a person acting on his or her behalf, and will be notified of the time and date of the hearing.
