Council is proposing to amend the Yarra Ranges Planning Scheme by replacing the existing Design and Development Overlay 12 with a new one to achieve outcomes set out in the Monbulk Structure Plan.
Council will request that the Minister for Planning allow Council to prepare and exhibit a planning scheme amendment to go to the community for comment and feedback, to introduce a the new overlay and local planning policy to the Monbulk Town Centre.
The plan, adopted by Council last year, addressed issues relating to housing, industrial land, development in the town centre, connectivity and future development/use of particular sites.
The plan provides a set of urban design guidelines for the town centre area providing direction for built form and development. The new main objectives cover design, town centre character, landscaping and safety.
A new local planning policy would guide land use including encouraging shop-top housing in the town centre area, a variety of shop sizes, relocation of service industry uses to industrial-zoned land, and encouraging appropriate plant species.
The proposed planning scheme amendment will contribute to the objective of securing a pleasant, efficient and safe working, living and recreational environment for all Victorians and visitors to Victoria, by providing improvements to the planning controls and policy direction governing development in the town centre.
The amendment will provide social benefit through improvements to the design quality and functional mix of the town centre, helping to create a more desirable place.
