Far North West Joint Organisation - Air Service Tender
ABOUT THE JOINT ORGANISATION: The Far North West Joint Organisation (FNWJO) comprising the Shire Councils of Bourke, Cobar and Walgett was proclaimed by the NSW Government on 12 July 2018. Joint Organisations are new Local Government entities with legal powers to support Councils to work together for better outcomes for rural and regional residents in NSW.
Joint Organisations are an important initiative by the NSW Government to build stronger councils and improve service delivery and infrastructure across rural and regional communities. Joint Organisations will be pivotal in the way that local and state governments work together to plan and deliver important investment in regional services and infrastructure.
ABOUT THE TENDER: In establishing the FNWJO, the NSW Government has provided funding that covers (among other items) the re-establishment of air services to Bourke, Cobar, Walgett and/or Lightning Ridge. The funding for the re-establishment of these critical air services by the NSW Government is acknowledged by the FNWJO.
The FNWJO has now developed a Request for Tender (RFT), opening 18 December 2018, which invites suitably qualified and experienced aviation parties to tender to provide air services to the communities of the Far North West of NSW.
The RFT provides that the successful Tenderer will deliver air services (for specific routes) based on a model involving an underwriting of operational costs, and a ‘profit’ share. Tenderers will be required to submit a Conforming Tender based on this model. However, Tenderers may (and are encouraged to do so) submit Alternative Tenders which may involve different routes and different commercial models. The Board of the Joint Organisation would like to hear innovative ideas from the market to achieve the goal of establishing sustainable long-term Western NSW air services.

TENDER SUBMISSIONS: Completed responses shall be submitted via the electronic Tender Box www.tenderlink.com/cobar). All completed submissions lodged in the Electronic Tender Box MUST be submitted as specified within the tender documentation. Tenders that do not follow this requirement will be regarded as non-conforming tenders AND MAY NOT BE ACCEPTED.
BRIEFING SESSION: An optional Briefing Session has been arranged for prospective tenderers in this matter to be held at 10:00am on Tuesday 8 January 2018 in the meeting room at Dubbo City Regional Airport Terminal. There is NO obligation for prospective tenderers to attend this briefing session.
LODGEMENT OF SUBMISSIONS: Respondents will receive a Successful Submission Receipt timed and dated upon completion of an electronic submission through Tenderlink.

The Joint Organisation is not obliged to accept any Tender, even if that Tender has the lowest price. Please refer to the Tender documentation for details.
