All pet greyhounds are now allowed to be muzzle free in public.
Prior to 1 January 2019, only greyhounds that had been assessed and awarded a green collar by the Greyhound Adoption Program could be muzzle free. The Victorian Government has implemented this change.
Pet greyhounds are greyhounds that are registered with their local council and no longer registered as racing or breeding greyhounds.
For their safety, greyhounds must still be leashed at all times in public, including in council off-leash areas.

Dr Hamish Reid, Director City Planning and Amenity for Bayside City Council said:
“Community members do not need to worry if they see an unmuzzled greyhound being walked in their local area or park.”
“Greyhounds must be leashed at all times when in public. This is a requirement that will remain in place and applies to council off-leash areas.”
“Like all other breeds, an owner may choose to continue to muzzle their pet greyhound in public if they wish to do so."
