The property at 315 Pleasant Street South is situated in the Heritage Overlay which, in turn, defers to an Incorporated Document that includes the Ballarat Heritage Precincts – Statements of Significance 2006 (revised 2014).

The Ballarat Heritage Precincts – Statements of Significance 2006 states a planning permit is not required to demolish buildings which aren’t of heritage significance.

The property at 315 Pleasant Street South is listed as a property without heritage significance and therefore a planning permit is not required to demolish any building on this property.

"A planning permit is not required for this property as, despite being within a Heritage Overlay, the property has no heritage significance.

Approval was given by the City of Ballarat under the Building Act for Report and Consent, which is advice given by council's statutory planning department to the issuing building surveyor that we have no objection to a building permit for demolition but this is not a building permit for demolition.

The building permit for demolition must be issued by the building surveyor.

Council does not issue building permits as the building system is enshrined within a privatised industry.
