COUNCIL NEWS 3 JULY 2019
The beginning of the new financial year on 1 July 2019 has seen the continuation of Councils Integrated Planning and Reporting (IPR) process. Council has developed the following plans which continue to be and are effective from 1 July:
2017-2026 Community Strategic Plan – Weddin 2026 2017-2021 Delivery Program 2019-2020 Operational Plan Resourcing Strategy (including the Asset Management Plan (AMP), Long Term Financial Plan (LTFP) and Workforce Plan.)While Council has developed a strategic direction for a ten year period the 2017-2021 Delivery Program outlines various projects to be undertaken in this four year period. The 2019/2020 Operational Plan details various projects that will be undertaken during this financial year. It is very pleasing to advise that of the top three (3) priorities in the Delivery Program, two have been completed being the Grenfell Aquatic Centre and the Grenfell Medical Centre with planning of the Grenfell Main Street upgrade in progress which is tremendous and a real credit to Council.
This project together with various other projects detailed below will assist us to remain on our course of continuous improvement this financial year:
administration projects such as the internal auditor, Destination Management Plan (DMP), replacement of IT equipment, systems review, Councils new Improvement Plan, provision for floodplain maintenance from the Grenfell Flood Study, Lawson Park amenities upgrade, Sewerage Treatments Works upgrade, maintenance and capital works on Council road network, Grenfell Waste Facility Works, Drought Communities Program (DCP) projects, Stronger Country Communities Fund (SCCF) projects, Bimbi Flood Study, continuation of strong support for the Henry Lawson Festival as well as other events.It will be critical that we allocate our human, financial and physical resources in an efficient and cost effective manner to ensure we are able to continue to achieve our strategic objectives as detailed in our strategic plans.
As mentioned above, planning for the Main Street Upgrade is underway with Council previously receiving a grant of $768,982 under Round 1 of the Stronger Country Communities Fund (SCCF).
The draft plans are currently being finalised by Council’s consultant prior to being submitted to the July 2019 Council meeting for Council to approve for public exhibition. Members of the public will have an opportunity to comment on the plans prior to them being resubmitted to Council for formal adoption.
It is envisaged works will commence immediately thereafter.
Central Tablelands Water (CTW) General Manager, Mr Gavin Rhodes, has advised that due to the prolonged drought and the storage at Lake Rowlands continuing to fall, Council resolved at its June Council meeting to implement Level 3 water restrictions for the entire CTW supply network effective from 1 July 2019.
Level 3 restrictions consists of an “odds and evens” system under which watering of gardens and lawns is permitted only every second day between the times of 7am to 10am and 4pm to 7pm, with the use of microsprays, drip systems and soaker hoses only. Additional approval has been granted by Council for the use of a hand held trigger hose for up to 1 hour per allocated watering day to water gardens only.
CTW will continue to closely monitor the inflows into Lake Rowlands and long term rainfall forecasts of the Bureau of Meteorology.

The Rural Financial Counselling Service NSW Central Regions Financial Counsellor, Mr John Beer is still available to visit Grenfell. The Rural Financial Counselling Service provides free impartial and confidential services to farmers and small agricultural businesses.
They also provide information and assistance with farm innovation funds, natural disaster assistance and can assist in helping clients with a better understanding of their financial position.

A reminder Fire and Rescue NSW are urging all NSW residents to replace their smoke alarms and check that their friends and family do so too. Fire and Rescue NSW recommends that every house in NSW be fitted with the latest photoelectric smoke alarm.
It’s been a decade since NSW mandatory smoke alarm legislation was passed, which means millions of smoke alarms across NSW are now reaching their ‘best before’ date and are due to be replaced. As part of Fire and Rescue NSW’s ‘ReAlarm your home against fire’ awareness campaign, NSW Fire and Rescue is asking all NSW residents to replace their smoke alarms, and take the time to check in on 10 friends or family members to ensure they update their smoke alarms too. The current exhibition at the Grenfell Art Gallery is the “Art of Aging” exhibition which will be on display until 28 July, 2019. The Art of Ageing is an initiative under the NSW Ageing Strategy 2016-2020 which celebrates the rich and diverse lives of older people living in NSW.
The Art Gallery is open Monday to Friday 10am - 4pm, Saturday 10am - 3pm & Sunday 10am - 2pm.

WEDDIN LOCAL HERITAGE ASSISTANCE PROGRAM
Council is seeking expressions of interest from owners of property who may wish to undertake conservation works on structures that could be classed as having historic or heritage value. Conservation work includes repairs, replacement, painting or removal of inappropriate alterations additions.
Each application will be treated on its merit and all ratepayers are eligible to apply.
Applications need to be returned to Council by the 29 July 2019.
