Councillor Mayer presented a petition objecting to the construction of three double storey dwellings at 4 Cassowary Close, Carrum Downs. Councillor Bolam presented a petition objecting to the proposed installation of high voltage power lines along Silvertop Court, Frankston North. Both petitions were accepted.
A Liveable CityCouncil resolved to submit its formal response to the development of the Victorian Public Health and Wellbeing Plan 2019-2023 to the Victorian Government.
A Well Governed CityCouncil adopted the following plans and strategies:
Rating Strategy 2019–2020 Long Term Financial Plan 2019–2029 Long Term Infrastructure Plan 2019–2029Councillors supported an alternate to item 12.11 – Update on Seaford Wetlands – which will see officers continue to monitor monkey bike activity and vandalism in the Wetlands. Council also requested $8,000 be allocated from the current budget to trial relocatable iDetect CCTV technology within the Wetlands for six months, along with one of Council’s mobile bollard CCTV units. Signage indicating how best to report hoon and monkey bike activity will also be installed.
In order to improve governance Council voted to approve the circulation of a quarterly report to Councillors on consultancy expenditure relating to obtained legal advice, and to investigate options for in-house legal counsel with the intent on reducing cost. A similar report outlining consultancy fees will also be circulated quarterly.
A Well Managed CityCouncillors decided against waiving administration and hire fees for filming in Frankston City, and resolved to place Council’s Procurement Policy, with changes, for public exhibition for a period of four weeks.

Council approved the formation of a working group comprising representatives from Committee for Greater Frankston, Frankston City Traders, Chisholm TAFE, Monash University, Peninsula Health, Bayside Shopping Centre, Frankston City Council and Peninsula Aquatic and Recreation Centre to provide independent advice on the implementation of Councils Car Parking Precinct Action Plan. Council also referred $30,000 toward year one actions.
