Council has introduced a new charge for domestic recycling disposal at all Council waste facilities, including the Michelago and Smiths Rd collections points, along with new green waste disposal charges at all Council waste facilities.

Prior to 1 July 2019, domestic recycling was accepted without charge at waste facilities and collection points across the region, while green waste was accepted without charge up to 75kg at all regional waste facilities.

The introduction of a domestic recycling fee at landfill depots, transfer stations and collection points, provides consistency in the application of fees across all sectors of our region’s business and residential communities.

“Recycling disposal fees have been in place for many years for commercial disposal at landfill and transfer stations. The cost of disposing recyclables is also incorporated into the annual fees applied to council kerbside collections and bank of bin services.” Snowy Monaro Regional Council Mayor, John Rooney, said.

“Households throughout the region which receive kerbside recycling or green waste collection have always paid for both the collection and the disposal via charges included in their annual rates notice.”

Council operates its non-kerbside waste management services on the basis that charges apply for the amount of waste and recyclables which are presented for disposal.

Over the last 18 months there have been significant challenges in the recycling processing industry at a national level after the introduction of the “China Sword Policy”.

As a result, the value of many types of processed recyclables has been affected by the changes imposed from countries that previously accepted various types of Australia’s recycled products. The flow-on effects have been well documented in the media.

Prior to the adoption of the 2019/2020 fees and charges, Council’s Waste Committee made recommendations to Council for various fees to be included in the proposed schedule of fees and charges.

“For Council to continue to provide the community with access to recycling services, it was considered that some additional fees would be required to assist in offsetting the costs involved.”

“The costs involved in providing waste and recycling services and facilities are funded from income generated from those activities – no General Rate income is allocated to cover waste and recycling activities.”

“Council does understand the importance of recycling and the benefits this brings to the environment and we continue to encourage the community to recycle. Lower charges apply for recyclables than for waste disposal.” Mayor Rooney said.

The approved domestic fees for disposal of waste and recyclables and green waste disposal in the 2019/20 financial year are:

Domestic Waste: $167 per tonne or $56.50 per m3 Minimum Charge: $3.00 120 L Bin: $7.00 240 L Bin: $14.00

Domestic Recyclables: $125 per tonne or $25 per m3 120 L Bin: $3.00 (up to and including 120 L bin) 240 L Bin: $6.00

Disposal of all green waste material is now chargeable at all waste facilities and as such there is no longer free disposal for any green waste material.

Residential and Commercial Green Waste – per tonne $75.50 Residential and Commercial Green Waste – per cubic metre $13.00

All other fees and charges are as listed on Council’s adopted 2019/20 Schedule of fees and charges. Council’s 2020 Schedule of Fees and Charges was adopted by Council at its meeting of 20 June 2019, following consideration of community feedback received through the public exhibition period in May.
