Two new council policies adopted

Council has adopted two new council policies to ensure there is transparent and effective processes guiding management by council:

Council Policy 161 – Leases for Community Organisations and Artisans sets out a consistent approach for council staff to engage with community organisations and artisans in the use of council-owned or managed buildings and land. This policy provides transparency and ensures council’s ability to offer a “peppercorn” rate for the lease, licence or hire of a council-owned asset to benefit the community.

Council Policy 168 - Street Naming and Numbering guides the naming and numbering of roads and streets to ensure allocations throughout the shire are clear and consistent. With no policy currently in place, Council Policy 168 will inform how street name and number changes are managed if anomalies are brought to council’s attention. The process is also guided by current legislative framework and guidelines including the Naming Rules for Places in Victoria (2016).

Responsive Grants Program

An amount of $1,300 in responsive grants will go to two initiatives as follows:

Strathallan Hall Committee – supporting the hall’s 90th birthday community celebrations, $500 Echuca Neighbourhood House – travel costs for community trip to the MCG, $800

Council Plan Initiatives Quarter 4 Update

Council has noted the progress and achievements of the 2018/19 Council Plan initiatives that support the Council Plan 2017/21.

Of the 28 actions that were identified for the year, 18 initiatives have been completed with a further 10 in progress.

Some of the completed initiatives include:

Random door knocking program across the shire to check animal registrations Adoption of the Echuca Creative Art Space Plan Adoption of the Active Transport Strategy Working in partnership with the Mount Camel Wine growers to establish a growers network Adoption of the Events Strategy 2019 – 2024 Completion of an audit and analysis of all utility accounts Advocacy for the Echuca Station Precinct Master Plan

Municipal Emergency Management Plan Audit

The Northern Victorian Integrated Municipal Emergency Plan: Campaspe Shire has successfully passed a recent audit. The plan was audited in accordance with the guidelines issued by the Minister for Emergency Management and has been assessed as compliant.

The audit report identified a number of minor improvement opportunities related to improving information already contained within the plan.
