Snowy Monaro Regional Council (SMRC) is undertaking a major review of its structure and is encouraging its staff to have a further say on creating an improved and sustainable organisation.

SMRC is reviewing its resources and infrastructure in order to enhance general efficiency, capability and performance to better deliver high-quality services that meet community needs and expectations.

General Manager Peter Bascomb advised council staff last November about some proposed structural changes and called for initial feedback and comments.

“The valued comments I received gave me cause to consider additional options and delayed my original plans to implement some initial changes,” Mr Bascomb said.

“Some of the feedback made it clear the small refinements I was proposing were simply not enough to ensure we would be in the best position to deliver the right resources and expected levels of services required to ensure a sustainable future.”

Independent change management specialist Winton Consulting was engaged to work closely with council management and staff to conduct a major organisational review and redesign. The review looked at how SMRC could improve its existing structure to better align the organisation with its future direction, required resources, employee contribution, service delivery and rate-payers’ expectations.

“We need to look at the bigger picture with a clear vision and direction for our redesign, and reviewing our structure is the first stage of that process,” Mr Bascomb said.

“This means looking at how we can not only strengthen our structure, but also balance resources, better streamline systems, and reorganise our people and role, to make sure we are in the best possible position to provide and deliver quality services to our community.”

Following the review, a draft structure has been developed with staff consultation planned from 23 September to 7 November. The unions and SMRC’s Staff Consultative Committee are also being consulted.

“The time and effort from staff to submit comments during the early feedback process was helpful and made a notable initial contribution to the complex and challenging undertaking ahead,” Mr Bascomb said.

“This next and wider round of consultation will assist to inform the final decision on how our organisation can be best placed and positioned for the future and our community.”

The proposed new SMRC organisation structure and implementation plan will be presented to Council for consideration on 21 November.
