Ordinary Council Meeting Highlights: 23 September 2019

Councillor Mayer presented a petition containing 499 signatures against the proposed development of the Langwarrin Library and Family Centre at Lloyd Park North on Pindara Boulevard. This petition was carried unanimously.

Council received and noted the August 2019 Planning and Environment Progress Report. 

Council agreed to partner with the University of Melbourne’s on their Designing for Difference ARC project, which focuses on designing inclusive public open space within our city centre. Council committed $15,000 towards the partnership, along with ‘in kind’ officer support.

The revised concept designs for the $4.2M Centenary Park Tennis Redevelopment were noted, and Council approved an allocation of $1.065M from the Strategic Fund in addition to the $300k rates contribution to cover the project funding shortfall. Council officers were advised to proceed with the tender for the project.

Council agreed to trial a fenced off leash dog area at Telopea Reserve in Frankston North at a cost of $70,000 following issues relating to the use of Pat Rollo Reserve as a leash free area. The trail area will also feature signage, a multi-use drinking tap, dog bad dispenser, a solar light, park bench and table. In addition, Council will undertake a broader strategic approach to considering the provision of dogs off leash areas across the municipality as part of the Domestic Animal Management Plan in 2020/21.

A tender process will commence to procure a new signature event to our city, with Council committing $200,000 funding for the first year. As part of this, officers will facilitate discussions with Cruden Farm, having been identified as the preferred location to host the event. 

Council received the Notice of Motion and Deferred Report Status Update for 23 September 2019.

The Decision of the Councillor Conduct Panel in the matter of O’Reilly and Toms was noted by Council, with no debate entered into.

Following public submission, the below Financial Polices were adopted:

Residents will get the chance to have their say on the Draft Drainage Asset Management Plan, with Council resolving to place the document out for public consultation. Further to this, Council will also commence community engagement activities relating to the proposed concept plan for the development of Evelyn Street open space area.

Following an application by the landowners to demolish two heritage building on Davey Street, Council unanimously voted to issue a Notice of Refusal believing the buildings contributed significantly to the historical tapestry of our city. 

Council agreed in principle, to the sale of the land at 5R-7R Keys Street Frankston on the basis that it is deemed surplus to requirements. A 22 July confidential report relating to this matter will be released publically as part of the minutes of this meeting.

Council noted the Down’s Estate Masterplan, agreeing to refer $100,000 as part of the 2020/21 Capital Works Program for delivery of the gravel pedestrian path network, vehicle access road and gravel carpark. Furthermore, Council noted that immediate discussions take place with service clubs and/or other parties, Council and the Down’s Committee to ascertain the level of interest and feasibility for the retention of the Down’s homestead, following an officer’s recommendation to demolish the building. The result of these discussions will be returned to Council at the 18 November 2019 Ordinary Meeting.

The Down’s Estate Community Group had previously received $25,000 in funding for a partnership research program with the University of Melbourne, however to date have not returned the paperwork needed as part of the funding agreement.

Council will develop a strategy with respect to the implementation of a LED Lighting Program across the municipality, to ensure a strategic rationalised approach to installation.  That such a strategy be presented to Council for adoption by April 2020.

Our city’s utility boxes may receive a facelift, with Council agreeing to investigate the implementation of a public art pilot project. More information will be provided to Council in December.

Council will develop a strategy to guide Strip Shopping improvements across the municipality, with any funding allocated in the 2019/20 budget being suspended until the strategy is adopted by Council in March 2020.
