At the 2019 Harvey Community Meeting, a number of queries were raised regarding traffic movements on Hinge Road. Residents reported concerns about the speed of vehicles travelling along the road compounded by the route being used as a short cut to avoid the South Western Highway school zone and intersection congestion.
Funds have been allocated in the 2019/20 budget to refurbish Hinge Road. This includes the implementation of a Local Area Traffic Management (LATM) component to encourage the correct behaviour of vehicles on the road.
A LATM concept plan for Hinge Road was recently completed. The main objectives of the design were to change the speed behaviours of vehicles using the road and discourage any excessive traffic volumes.
In preparing the LATM concept plan a combination of speed control modules was considered:
Type 1 – lateral deflection (incorporating a median) and speed cushions; and Type 2 – speed cushions with painted barrier line.The Type 2 module was similarly installed on Herbert Road, Harvey and has had success in lowering the speed of vehicles. Lateral displacement modules (similar to the Type 1 proposal) were previously installed on Travers Drive, Australind and the addition of speed cushions have proved successful in calming the traffic environment.
The plan, as shown in attachment 2, shows the positioning of five modules along Hinge Road. The positions of these modules have been proposed taking into account existing crossover locations and the spacing required to discourage vehicles increasing their speed as they travel down the road.
Signs would be posted at either end of Hinge Road, informing vehicles of the presence of speed humps for the next 700 metres. Main Roads WA will also be consulted for the approval of both line marking and signage.
Council, at its meeting held on 17 September 2019 resolved to advertise the proposal to the community seeking feedback and will receive a further report at the conclusion of the consultation period.
