The City of Parramatta Council is publicly exhibiting a Planning Proposal, draft site-specific DCP and draft Planning Agreement for land at 2 O’Connell Street, Parramatta. The Planning Proposal seeks to amend the Parramatta Local Environmental Plan (LEP) 2011 to increase the maximum floor space ratio (FSR) from 4.2:1 to 14.5:1 (16.21:1 when including all bonuses) and to increase the maximum Height of Buildings control from 36 metres to 217 metres (excluding bonuses) and to add site-specific controls.
The draft site-specific DCP proposes more detailed built form guidelines to supplement the amended LEP controls and relates to matters such as building setbacks, street wall heights and the design of the ground floor.
The draft Planning Agreement is to enable Council to receive a monetary contribution towards the provision of community infrastructure within the Parramatta City Centre. A draft Planning Agreement has been negotiated due to the significant increase in residential Gross Floor Area being sought as part of the Planning Proposal.
The draft plans and supporting information will be publicly exhibited from 11 December 2019 to 31 January 2020 and can be viewed via:
