MAYORAL MINUTE

Support sought for Lead Program

Mayor Darriea Turley tabled a Mayoral Minute calling on Council to lobby the State Government to continue its funding of the Broken Hill Environmental Lead Program, citing the positive impact the program has had in reducing lead levels in local children. The Program is currently funded by Treasury, however funding is set to cease on 30 June 2020. Councillor Kennedy added that Council also seek extra funding to green the city. The Minute was unanimously supported.

Privacy and information documents on display

A Draft Privacy Management Plan and Draft Access To Information Plan will go on public display for 28 days. The documents will form part of a Privacy Management Framework to provide staff with clear guidelines and greater understanding of privacy management and how it is connected to their roles. it will also outline how information is collected, used, stored, and accessed after it is collected by Council. The documents will be added to the 'Documents On Public Display' section of Council's website shortly.

Conduct review panel established

Councillors voted to add eleven different organisations to the Code of Conduct Review Panel. Organisations from the panel can be utilised to handle Code of Conduct complaints made against Councillors or staff.

Risk policy open for comment

Councillors voted to put the draft Enterprise Risk Management Policy on public display for 28 days. The draft policy aims to provide a consistent, structured and holistic approach to risk management across all areas of Council's operations. The document will be added to the 'Documents On Public Display' section of Council's website shortly.

Art policies deferred

Councillors deferred putting two draft policies relating to the Broken Hill Regional Art Gallery on display - the draft Exhibition Policy and draft Collection Management Policy. The policies have been written to replace a suite of outdated documentation associated with operation of the Gallery, and align with best industry practice for galleries and museums. The policies will instead be workshopped by the "Our Community" Key Direction Working Group and the Gallery's Advisory Committee before being considered again in future by Council.

New animal fees adopted

Council adopted new animal fees to accompany the new Companion Animal Shelter currently being built. As part of the new structure Council will now offer free microchipping of animals. The shelter will also operate on a 'user pay' model in regard to fees. The primary change in this instance will see the $100 animal surrender fee borne by the surrendered animal's owner, rather than the cost being covered by the city's ratepayers.

$71,000 in grant funding distributed

12 community groups and organisations have shared in $71,000 in the latest round of Community Assistance Grants funding. Some of the notable projects supported includes $9,000 for suicide prevention workshops by Lifeline, $8,520 for new air conditioning for the Oxide Street Scout Hall, and $6,700 to establish a sustainability garden for students at Happy Day Pre-School. 

New Committee for Norm Fox

Council accepted the resignation of Don Campbell, Fred Billing, and Denis Watts from the Norm Fox Sporting Complex S355 committee. The trio have given many years of dedicated service to sport in Broken Hill through their work on the committee, and their contribution was noted by Councillors during the meeting. The new committee will consist of Broken Hill Cricket League members Peter Johnston, Ben Franklyn, Peter McDonald, Asshley Bates, Paul Attard, Mackenzie Attard, Shane Dalby and Trent Schaefer. Sonja McEvoy will also join the committee as a community representative.

Bulk materials tenders awarded

Council finalised two tenders for the supply of bulk materials for the next 12 months. EB Mawson & Sons Pty Ltd will supply aggregate road base, concrete, crusher dust and loam to the Council, whilst bitumen, emulsion and cutter oil will be soured from Downer EDI Works Pty Ltd

Lead remediation works

Council awarded a $176,863 tender to Solcon Trading to undertake lead remediation works on South Road Block 10.
