A well governed cityCouncil received a Delegates Report from Councillor Steve Toms for his attendance at the Municipal Association of Victoria (MAV) Councillor Development Weekend in July 2019.
Council’s February Notice of Motion Report and Urgent Business Status Update was received.
Council noted that the Frankston Arts Board of Management internal committee has been renamed, The Frankston Arts Board.
Council endorsed the revised draft Short Stay Rental Accommodation Local Law 2020, which will be placed on public submission for a further term of 28 days, following an error in the process for making the Local Law official. Submissions will be considered at a future meeting prior to its formal adoption.
The Compliance Management Framework, Legislative Compliance Policy and Exercising of Delegations Policy were endorsed by Council following a six week public exhibition. An Authorisations and Appointments Policy will be presented to Council for consideration in July 2020.
Council received and noted the Financial Report for the quarter ending 31 December 2019, and also adopted the Community Engagement Framework.
Council endorsed to renew its annual membership to the Alliance for Gambling for 2020–2021 which will be presented as part of the 2020-2021 Standing Grants Program at the Ordinary Meeting in March. Council also received the Alliance’s Gambling Reform 2018-2019 Annual Report.
Response to 2019/NOM 61, PARC Swim Research Study was deferred until June to allow Peninsula Leisure more time to finalise the study’s parameters.
Council’s response to the Minister for Local Government, following the release of the Monitor’s Report in December 2019 was endorsed.
A planned cityFollowing public feedback, Council noted submissions received and adopted the Environmentally Sustainable Design Standards for Council Buildings Policy 2020.
A liveable cityCouncil noted Miscellaneous Grant Funding allocations and community concessions and discounts at the Frankston Arts Centre for the period 1 October to 31 December 2019. Council requested that the CEO ensure targeted marketing is undertaken to heighten awareness of grant categories available.
Following increased Police and Council officer patrols at Seaford Wetlands, Council noted that is has received no further complaints in relation to anti-social behaviour. Council officers will continue to monitor activity and respond accordingly. A status report will be presented to Council in September 2020.
The Visitor Information Centre Progress Report was presented. A full year report providing comparable trend data will be presented back to Council in August.
Council endorsed a spend of $30,000 for the preparation of concept designs for improvement works at Kananook Creek Reserve, Seaford, noting the estimated total project cost is $672,500, which Council will ask the State Government to fund. Plaques and physical branding for the soon to be completed observation decks bordering the Kananook Creek will be funded through the existing 2019-2020 budget.

Council has requested a report be presented at the April Ordinary Council Meeting outlining any opportunities to further aid the creation of jobs in Frankston City.

Urgent BusinessCouncillor Aitken requested that Council write to the Level Crossing Removal Project expressing its concern following the removal of vegetation along the Shared User Path, particularly around Armstrongs Road and Station Street, Seaford. Further to this, Council seeks an assurance that further vegetation removal will be paused pending a more thorough consultation with both Council and the community. Council supports in principle the proposed alignment along Riviera Street, Seaford, as this option has lesser impact on vegetation compared to the proposed alternative along the railway line.
