The City of Parramatta Council is publicly exhibiting a Planning Proposal, with its respective draft site-specific Development Control Plan (DCP) and draft Planning Agreement, for land at 55 Aird Street Parramatta.

This Planning Proposal seeks to amend the Parramatta Local Environmental Plan 2011 (PLEP2011) by:

Increasing the maximum floor space ratio (FSR) from 4.2:1 to 10:1 (but the FSR will be capped at 6:1 if this site is developed on its own due to the application of the FSR sliding-scale).  Increase the maximum building height from 36m to 80m, with an additional 15% Design Excellence bonus relating to the height and FSR allowable. Applying maximum car parking rates as per the Parramatta CBD Strategic Transport Study. Inserting a site-specific clause which requires a minimum commercial gross floor area of 1:1 (equivalent to 658 square metres) to be provided on the site. 

The draft site-specific DCP proposes detailed guidelines on building setbacks, built form, design, massing and vehicular access.

The draft Planning Agreement is to enable Council to receive a monetary contribution towards the upgrades and delivery of new public domain and open spaces in the Parramatta CBD should the site be developed for residential purposes. 

The draft plans and supporting information for the Planning Proposal will be publicly exhibited from 4 March 2020 to 3 April 2020, and can be viewed at:

Written comments are invited. All submissions received will be considered before a final decision is made by Council. Submissions are to be received by 5pm on 3 April 2020.
