Planning amendment for proposed Echuca supermarket site
After considering submissions from Coliban Water and St Mary’s Primary School, Council agreed to some minor changes before deciding to rezone the land and permit the future site of a supermarket in Echuca’s west.
Council will request the Minister to rezone the land at 35-41 Murray Valley to allow the proposed supermarket to proceed, while preventing similar future developments happening in the area, consistent with the Echuca Commercial Strategy 2017.
Rezoning this land from Commercial Two to Commercial One will allow the development of up to a 3,500 square metre supermarket and 500 square metres of shops.
The land to the north of the site will remain zoned as Commercial One and Two, but will have restrictions to prevent more supermarkets from being developed in the area.
The change (Amendment C111) was adopted and will be submitted to the Minister for Planning for approval.
Electric Line Clearance Management Plan 2020 - 2021
Council adopted the updated Electric Line Clearance Management Plan 2020 – 2021, a guide to avoiding and minimising the impact of vegetation on power lines in the declared townships of Echuca, Kyabram and Rochester.
The plan is reviewed annually and forms part of the Parks and Gardens annual operational program of works.
Rochester Caravan Park water allocation
Council will write to the Department of Environment, Land, Water and Planning (DELWP) asking for an amount of water to be permanently reallocated from Council to the Rochester Caravan Park Crown Land Reserve.
Five megalitres of high reliability permanent water and 2.8 megalitres of low reliability permanent water was allocated to Council due to an administration error at the time of unbundling of water.
It is Council’s wish that the Rochester Recreation Reserve Committee of Management Incorporated own the water right to use it for the benefit of the park.
Echuca Moama Bridge project update
Council agreed to write to Major Roads Projects Victoria requesting more information relating the Echuca Moama Bridge project.
Council has design queries regarding the information on the drainage, Victoria Park connections, walking and cycling access, fire track access, continued access to Scenic Drive and the Campaspe/Murray Junction and car parking.
Information about an additional Campaspe River footbridge has also been highlighted as an item requiring further information.
Council also agreed to write to Major Road Projects Victoria requesting the Echuca Moama Bridge Project Communications Plan.
Council needs to do all it can to ensure the outcome of the second bridge crossing project will have a positive impact for the shire and community.
