Council Meeting Highlights 1 June 2020

Petitions

Council received a petition in relation to the potential harm to human and environmental health by 5G technology. Responding Council officers noted information provided by the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA), the Australian Government Department of Health and World Health Organisation (WHO) who advise that there are no established health effects from the radio waves that the 5G network uses. Council will advise the Head Petitioner of its decision to take no further action at this time.

Planning Applications

Planning Application No.2/2020/S173 - 435 North Road Langwarrin – application sought to amend the Section 173 Agreement AM 926223Q which affects lot 3 of Plan of Subdivision 649845X – Approved subject to conditions.

A Well Governed City

Council received a Delegate Report by the Mayor, Deputy Mayor, Cr Aitken and Cr Toms for their attendance at the Councillor Transition and Induction Refresher Training.

Council received the Record of Assemblies of Councillors from 6 April 2020 to 11 May 2020.

Council reviewed S5 Instrument of Delegation to the Chief Executive Officer pursuant to commencement of new Local Government Act 2020 and noted the duties and functions set out in the Instruments of Delegation.

Council received minutes of the following Committees to which a Councillor delegate has been appointed:

Centenary Park Golf Liaison Committee Frankston Charitable Fund Committee of Management South East Councils Climate Change Alliance (SECCA) Councillor Advisory Group Metropolitan Local Government Waste Forum.

Council confirmed and adopted the Minutes of the Frankston Cemetery Trust meeting held on 20 April 2020.

Council approved the process for Councillor requests to conduct internal audit reviews, which will now be considered by Council and only be undertaken with the prior approval of Council. 

Council adopted the amended Public Submissions and Question Time Policy which reflects the process during a declared pandemic.

Council noted the Resolution Status Update for 1 June 2020 and that since the Ordinary Meeting held on 11 May 2020, 54 resolutions have been completed.

Council noted an assessment of the Ordinary Council Meeting held on 1 June 2020, made based on the pillars identified in the ‘Framework for Good Governance Commission of Inquiry into Greater Geelong City Council’. The recommendation will be published as part of the public minutes of this meeting.

Council noted the draft Public Interest Disclosure Policy which will be advertised for public exhibition for a period of six (6) weeks.

Council adopted a Council Function Protocols for Members of Parliament and Government Representatives.

A Well Planned City

Council received the April 2020 Planning and Environment Progress Report.

A Well Managed City

Council received the Council Plan Quarterly Performance Report for Quarter Three, January 2020 to March 2020.

Council adopted the 2020-21 Annual Budget, including a $6.434 million COVID-19 Relief and Recovery Package (RRP). The budget was adopted with the following capital works amendments, based on submissions to the budget’s community consultation and also due to the reallocation of funds to support the RRP:

$50,000 towards the concept design and planning for the refurbishment of courts and lighting at Carrum Downs Tennis Club $50,000 towards the concept design and planning for the redevelopment of the Ballam Park Athletics Pavilion $35,000 towards the shared pathway on Stott’s Lane from Golf Links Road to Escarpment Drive 

Council resolved to schedule an additional Ordinary Council Meeting for Monday 15 June 2020 at 7pm.

A Liveable City

Council noted the CEO’s regular report outlining its response to the impacts of COVID-19.

The matter of further Community Consultation for Sweetwater Precinct Local Area Traffic Management Study was deferred to the 29 June 2020 Ordinary Meeting.

In light of the COVID-19 pandemic and the redistribution of funds to support the Relief and Recovery Package, Council deferred the following scheduled projects that formed part of the Sculpture Program:

The lease of four sculptures Restoration of ‘Roadside Marker’ Fletcher Road murals Illuminated blade, Seaford Three gateway art installations, Frankston North Gateway Sculpture, Eel Race Road Topiary sign – installation

However, Council has agreed to proceed with:

The removal and safe storage of ‘Roadside Marker’, for safety The repair of ‘Sandcastles & Kelp’ – adjacent to Long Island Tennis Club, for safety The finalisation of the selection of the winning submission for a Gateway Sculpture, Eel Race Road concept.

Notice of Motions - 2020/NOM13 - Make Australia Great Again – Moved by Cr Aitken Council will write to the Prime Minister, the Federal Opposition Leader and other appropriate Federal Members of Parliament with a view to encourage the government to rebuild Australian commerce industries and produce to strengthen the Australian economy.
