Matt Behrens: Who foots the bill if one of the Dead or dying trees around town lands on somebody ?

Hi Matt. Unless Council or some other party could be found to be negligent in some way, then nobody would be liable for the incident. It would interestingly be classed as an 'act of God' under liability legislation.
