Planning Proposal
A draft Planning Proposal seeking to rezone a property at 209 Sibley Road, Gundaroo under the Yass Valley Local Environmental Plan 2013 from RU1 Primary Production to R5 Large Lot Residential has been endorsed and will be forwarded to the Minister for Planning & Public Spaces for a gateway determination. A report will also come back to Council based on the Towns and Villages Study 2010 outlining the arguments for and against the proposed rezoning.
Rye Park Wind Farm
An application by the Rye Park Wind Farm proponent has been lodged to modify the Development Consent seeking a reduction in the number of turbines (92 to 80) and an increase in their size and height. Council will make a submission to the Department of Planning, Industry and Environment asking that the contributions for the Community Enhancement Fund be increased, in line with the proposed increase in the size and megawatt capacity of the turbines.
Council will also request a meeting with the Minister for Planning & Public Spaces to voice its concerns over Council’s input into Voluntary Planning Agreements and the lengthy timeframe for completion.
Gundaroo Detention Basin Scheme
The adopted Flood Plain Risk Management Plans and Studies for Gundaroo and Sutton identified the installation of a detention basin in Gundaroo, and drainage network in Sutton, as high priority actions to reduce the risk and impact of flood damage. The concept designs and associated reports for these actions have been completed and were presented to Council for information. Council resolved to investigate funding options to finalise and construct the infrastructures at Sutton and Gundaroo. Ngambri Local Aboriginal Land Council and NSW Aboriginal Land Council will also be informed of the proposed detention basin and drainage infrastructure at Gundaroo due to an existing Aboriginal Land Claim.
Kerbside Collection Survey – Gundaroo, Sutton and Bookham
Council has resolved not to undertake kerbside waste and recycling collections in Gundaroo, Sutton and Bookham. Residents in these villages have been surveyed by Council and the response rate of 46.4 per cent did not represent a majority response. As a result, the status quo will remain with Bookham residents having access to Bookham transfer station and Gundaroo and Sutton residents having access to Gundaroo transfer station.
Yass Memorial Hall Community Consultation
Councillors noted a report on the outcomes of recent community consultation regarding future uses of the Yass Memorial Hall. It resolved that consideration on the outcomes be deferred pending comments from the Yass Soliders’ Memorial Hall Committee. Elton Consulting conducted a drop in session, four workshop sessions and an online survey of the community earlier this year to actively seek stakeholder views and input on the usage of the Yass Memorial Hall.
2020/21 Operational Plan and Making of Rates
The 2020/21 Operational Plan was adopted by councillors. The Operational Plan includes Council’s detailed annual budget and Statement of Revenue Policy, including the proposed rates, fees and charges for the financial year. Council also resolved to make the ordinary rates for 2020/21, which increased by 2.6 per cent in line with the Rates Cap set for Councils in NSW. The Special Rate Variation has now ended. Council has recently updated its hardship policy in response to COVID-19 and anyone experiencing hardship can apply for assistance for the deferral of rates.
