Please be advised that the City of Parramatta Council is currently re-exhibiting an amended draft Development Control Plan (DCP) and an amended draft Planning Agreement (VPA) relating to the land at 295 Church Street, Parramatta. The original documents were previously exhibited from Wednesday, 1 August 2018 to Wednesday, 29 August 2018, alongside the Planning Proposal for this site.
Draft Development Control PlanAn amended site-specific draft Development Control Plan (DCP) has been prepared in accordance with the resolution of Council dated 16 December 2019 (see Item 18.6, Resolution 2587). This will be included as part of Parramatta DCP 2011 which is available on Council’s website or at Council’s Customer Service Centre. Amendments to the draft DCP for 295 Church Street since the original exhibition relate to the following matters:
Establishing a 12-metre tower setback from Church Street (increased from 10-metre tower setback in the originally-exhibited draft DCP) Introducing controls relating to traffic, access, loading & servicing, and Introducing controls relating to flooding. Draft Planning AgreementAn amended draft Planning Agreement has been prepared in conjunction with the subject Planning Proposal. The amended draft Planning Agreement maintains a monetary contribution of $1,136,100.00. The monetary contribution is to be delivered in addition to Section 7.12 (former Section 94A) Development Contributions payable with any redevelopment of the site. Amendments to the draft VPA since the original exhibition relate to the following matters:
Introducing a standard review clause that allows a review if Council seeks to increase Section 711 and 7.12 contributions and decrease the community infrastructure payable under Council’s Parramatta CBD Community Infrastructure policy framework; Ensuring that the monetary contribution only applies if the site developed for residential purposes (excluding use as a boarding house), and Staging of payment (i.e. 75% payable prior to the issue of the first Construction Certificate, 25% payable prior to the issue of any Occupation Certificate or prior to the registration of any Strata Plan forming part of any such Development, whichever is earlier)The draft plans and supporting information will be publicly exhibited on this website from Monday 20 July 2020 to Monday 17 August 2020, and can also be viewed at Council’s Customer Contact Centre – 126 Church Street, Parramatta, 2150 on Monday – Friday during 9:00am – 3:00pm.
In accordance with COVID-19 Legislation Amendment (Emergency Measures) Bill 2020, all relevant exhibition material can be accessed on Council’s website.
