Council is hoping to make more social and affordable housing available in Broken Hill by utilising vacant land in Murton Street.
Expressions of interest (EOI) are currently being sought from not-for-profit groups around the idea.
Mayor Darriea Turley AM said the Council-owned plot of land would be ideal for a housing project.
"The land is convenient to schools, shops, and sporting facilities, and could provide a great opportunity for organisations who provide housing services," she said.
"We have had private interest in the land, but we want to try and utilise the land for community benefit before we look at simply selling it.
"Projects such as these have proven successful in other cities, so hopefully a not-for-profit organisation comes on board and we can help create a new a service for those in need."
