In 1944 Otto von Reiben gifted 120 Kensington Road and 97 Hewitt Avenue, Toorak Gardens, to Council for the purposes of establishing a hospital.
A portion of this land was subsequently leased to the BWMH and has been operating as a hospital since 1950. Currently, the hospital buildings are occupied by the BWMH under a registered lease due to expire on 31 July 2037.
What is proposed?
Previously, a letter was received from the BWMH seeking Council’s consent to a proposed alteration of the premises to facilitate development of a new Central Sterile Supply Department (the CSSD). The Hospital advised that the CSSD is required to ensure compliance with the revised national standard AS/NZ 4187: 2014 Reprocessing of reusable medical devices in health service organisations which will apply from December 2021.
As portions of this proposed CSSD are currently outside the areas leased by the BWMH, a new lease has been requested, on the same terms as the existing lease, which includes the additional areas.

This proposed lease does not include Attunga Gardens. These gardens remain open for the community as unleased public land.
At its meeting on 28 July 2020 Council endorsed the commencement of a community consultation process on a proposed new lease over the hospital buildings for the BWMH, with a term of 17 years.
As the site is classified as ‘Community Land’, and the term requested exceeds five years, Council is required to notify you of this lease proposal and seek any feedback or comments you have on this proposal.
