The City of Parramatta Council is currently exhibiting a draft Planning Agreement relating to the land at 181 James Ruse Drive, Camellia. The draft Planning Agreement relates to the Planning Proposal for this site, which was previously exhibited from late 2015 to early 2016 and is currently with the NSW Department of Planning, Infrastructure and Environment (delegated authority) for finalisation.

Draft Planning Agreement

Summer Hill Business Estate Pty Ltd (the Developer) has made an offer to City of Parramatta Council to enter into a voluntary Planning Agreement, in connection with the subject Planning Proposal.

The draft planning agreement has been prepared in accordance with the resolution of Council dated 26 August 2019 (see Item 14.1) and will include the following public benefits:

a monetary contribution of $5,000,000 towards active open space upgrades within the local area; the public dedication and embellishment of a 12,000m2 Foreshore reserve; the public dedication and fit out (cold shell) of a 5,000m2 Commercial space; the public dedication and fit out (warm shell) of a 600m2 Community facility; and the delivery of a Foreshore cycle path.

The abovementioned deliverables are provided in lieu of Section 7.12 (former Section 94A) Development Contributions.

How long is the exhibition period?

The draft agreement and supporting information will be publicly exhibited on this website from Monday 17 August 2020 to Monday 14 September 2020, and can also be viewed at Council’s Customer Contact Centre – 126 Church Street, Parramatta, 2150 on Monday – Friday from 9:00am – 3:00pm or at the Ermington Branch Library – 6 River Road, Ermington, 2115 on Monday – Friday from 10:00am – 12:00pm and 2:00pm – 4:00pm.

In accordance with COVID-19 Legislation Amendment (Emergency Measures) Bill 2020, all relevant exhibition material can be accessed on Council’s website. If you have any issues accessing the material please contact the Council Officer on the email or telephone details provided below. 

Written comments are invited. All submissions received will be considered before a final decision is made by Council.

Please note: Council endorsed matters in relation to finalising the Planning Proposal for 181 James Ruse Drive, Camellia on 12 February 2018 (see Item 12.6, Resolution 1055).  The Planning Proposal is with the Department of Planning Industry and Environment for finalisation, however, Council has requested that this Planning Proposal not be completed until the Planning Agreement has been entered into.
