The City of Parramatta is publicly exhibiting three planning proposals and three draft amendments to the Hornsby Development Control Plan 2013 for various sites within Epping, as summarised below:

Planning Proposals 1. Planning Proposal for various sites in East Epping

The Planning Proposals seeks to amend the Hornsby Local Environmental Plan (LEP) 2013 to provide an improved built form transition to the adjoining East Epping Heritage Conservation Area as follows:

2-24 Rockleigh Way, 3-7 and 4-8 Brenda Way and 5A Essex Street – rezone from R4 High Density Residential to R3 Medium Density Residential, reduce the maximum height of buildings from 17.5m to 11m and apply a maximum floor space ratio of 0.6:1; 1-31 Rockleigh Way – reduce the maximum height of buildings from 12m to 11m and apply a maximum floor space ratio of 0.6:1; 21-29 Essex Street – reduce the maximum height from 17.5m to 11m and apply a maximum floor space ratio of 0.6:1; and 23-23A Pembroke Street – rezone from R3 Medium Density Residential to R4 High Density Residential, reduce the maximum height from 12m to 11m and apply a maximum floor space ratio of 0.8:1. 2. Planning Proposal for 1-7 and 2-8 Rosebank Avenue, Epping

The Planning Proposals seeks to amend the Hornsby Local Environmental Plan (LEP) 2013 to address heritage interface issues between high density residential areas in Hazelwood Place and Cliff Road and the Rosebank Avenue Heritage Conservation Area.

It proposes to amend the planning controls for properties at 1-7 and 2-8 Rosebank Avenue as follows:

Remove the Heritage Conservation Area; Rezone from R2 Low Density Residential to R4 High Density Residential; Increase the maximum height of buildings from 8.5m to 11m (up to 3 storeys); and Introduce an FSR of 0.8:1 (where currently there is no FSR control). 3. Planning Proposal to ‘switch off’ Clause 4.6 Variation to Development Standards, as it applies to floor space ratio (FSR) for sites within the Epping Town Centre

Clause 4.6 of the Hornsby and Parramatta Local Environmental Plans currently allows for a variation to certain development standards including the maximum floor space ratio (or density control) through the development application process, subject to detailed justification.

The planning proposal seeks to prevent additional floor space being sought above the current maximum FSR controls, and therefore reducing any associated additional traffic generated from that additional floor space.

Draft amendments to the Hornsby Development Control Plan 2013

Three (3) draft amendments to the Hornsby Development Control Plan (DCP) 2013 relating to Epping are proposed in relation to:

A new provision to facilitate widening of the Forest Grove/Essex Street pedestrian link in the event of redevelopment; Design controls to support the Rosebank Avenue Planning Proposal; and Minor corrections to the Epping Town Centre car parking provisions. Public exhibition
