Proposed biocertification of Council owned property ‘Hawthorn’ Council resolved to pursue strategic biocertification for the development of Council property known as ‘Hawthorn,’ which is 286 hectares of land located on the Barton Highway north of Murrumbateman. Whether Council develops the land or sells to a third party, biocertification under the Biodiversity Conservation Act 2016 is a way to consider and embed the best strategic and biodiversity outcomes for the site.
Planning Proposal – 2155 Sutton Road, Sutton Council adopted the Planning Proposal seeking an amendment to the Yass Valley Local Environmental Plan 2013 by amending the land zoning and lot size maps for 2155 Sutton Road, Sutton. The proposal was placed on public exhibition and was amended following the submissions received from State agencies and public organisations. The revised planning proposal is consistent with the Yass Valley Settlement Strategy and Sutton Masterplan.
Development Application – Dragon Dreaming Council issued conditional developmental consent for the Dragon Dreaming event at Caves Road, Wee Jasper. The consent is subject to the event being limited to a duration of three years (covering 2021 and 2023 events inclusive) and the organiser negotiating with the NSW Police in relation to user-pays policing.
NSW road classification and regional roads review overview Council will make a submission to the Road Classification Review for the following regional roads to be transferred and fully managed by the NSW State Government:
Yass Valley Way – from the western intersection with the Hume Highway to the intersection with the Barton Highway. Burrinjuck Road – from the intersection with the Hume Highway to Burrinjuck Dam. Murrumbateman Road – from intersection with the Barton Highway to the intersection with Sutton Road. Sutton/Gundaroo Road – from the intersection with the Federal Highway to the LGA Boundary with Upper Lachlan Shire Council. Wee Jasper Road - from the LGA boundary with Snowy Valleys Council to the intersection with Comur Street.A report will be presented to the September meeting to assess the suitability of the following roads for reclassification: Shingle Hill Way, Mulligans Flat Road, Nanima Road, Mountain Creek Road and Fairlight Road.
Burly Griffin way, Binalong – Safety Barriers Council resolved to work with Transport for NSW to install safety barriers adjacent to the residents at the intersection of Burly Griffin Way (Stephens Street) with Fitzroy and Richmond Streets. Transport for NSW will also be requested to install fixed speed cameras in Binalong. Until such time, Council will place VMS signs, subject to availability and TfNSW approval, in the area.
Access to Murrumbateman Recreation Area, Barton Highway As part of the safety improvements to the Barton Highway through Murrumbateman, improved access to the Murrumbateman Recreation Area is essential. Council resolved to widen the western side of the Barton Highway to provide a dedicated right turn lane into the Recreation Area, which will involve the removal of an existing London Plane tree within the access area. A replacement advanced London Plane tree will be planted.
Revotes from 2019/20 to 2020/21 At the conclusion of each financial year, some works remain not commenced or completed. It is necessary for Council to revote funds in order for the works to be carried out during the next financial year. Council has revoted for $530,000 in projects, including software/hardware upgrade for Yass Pool, a new toilet at the Lawn Cemetery and village water main extension, to be carried out this financial year. Council also noted $7.747 million in projects included in the 2019/2020 Operational Plan, which have not been completed, and require funding to be carried forward into the current financial year. The large amount of carry forward is primarily due to the $3.6 million Fixing Country Roads Grant received from the NSW Government for the replacement of Shingle Hill Way Bridge, a multi-year project due for completion in mid to late 2022.
Design for Civic Precinct Project (including new Library and Work Hub) Council considered a supplementary report on the draft project brief for the preparation of plans and documentation for the design of a Civic Precinct project (including a new library and work hub) at 209 Comur Street, Yass. Council will design and deliver a community engagement strategy to highlight the favoured location at 209 Comur Street, Yass and the scope of the intended works, including, but not limited to, a new library, community meeting rooms, small business centre/work hub, short term accommodation, and long term government tenant space. A media strategy to inform the public about the preferred location (209 Comur Street), and the scope of works will be followed by submission opportunities from interested members of the community. Council will be engaging a suitably qualified consultancy to develop plans for the precinct as provided for in this year’s budget. There will be further opportunity for community input during this formal design phase. The final plan will be put to Council for endorsement prior to development approval.
