Toowoomba Regional Council’s (TRC) Infrastructure Committee has recommended the adoption of the final design for the Russell Street Refresh project.

TRC Infrastructure Committee Chair Cr Carol Taylor said the project would revitalise the street and build on its unique identity as one of Toowoomba’s oldest streets.

“Russell Street is an iconic Toowoomba location, and our vision is to create a vibrant and safe street,” Cr Taylor said.

“The project will include upgrading stormwater, utilities and footpaths as well as constructing a centre median between Victoria Street and Ruthven Street.

“It will also include planting trees, installing new street furniture, upgrading street and footpath lighting and incorporate contemporary public art.

Cr Taylor said the Russell Street Refresh, between Victoria Street and Neil Street, includes features that will transform the area into a vibrant, people-friendly destination.

“The design includes a 30km/h speed limit with entry and exit thresholds and pedestrian crossing points to make the area safer for all road users.

“Lowering the speed will make the area people-friendly and is a good step in encouraging more people to walk and cycle in our CBD.”

“The upgraded street will provide a significant connection to the emerging Railway Parklands precinct and Queens Park.

“The project will be a catalyst for future economic development in our CBD and support business and community growth.

“Council has been developing the street upgrade design in consultation with local stakeholders and the community since 2017.

“Russell Street businesses and the local art community have been instrumental in guiding the development of the design.

“Council thanks the community for its support and involvement to date.”  

Construction is expected to start in February 2020.

Delivery of this project is a key outcome of the Toowoomba City Centre Master Plan.

The Ordinary Meeting of Council, scheduled for Tuesday’s 17 November, will consider the adoption of the Infrastructure Committee recommendation.

The design will be available on Council’s website following its formal adoption.
