The City of Parramatta Council is publicly exhibiting a Planning Proposal, draft site-specific DCP and draft Planning Agreement for land at 197 and 207 Church Street and 89 Marsden Street Parramatta.
The Planning Proposal seeks to amend the Parramatta Local Environmental Plan 2011 (PLEP2011) by:
Increasing the maximum floor space ratio (FSR) from part 3:1 and part 4:1 to 10:1; Increasing maximum building height from part 12 metres and part 36 metres to part 105 metres and part 12 metres; and Adding a site-specific clause in relation to minimum commercial floor-space, additional commercial floor-space and maximum parking rates.The draft site-specific DCP proposes detailed guidelines on built form, massing, setbacks, landscaping parking and access and stormwater management.This will be included as part of Parramatta DCP 2011 which is available on the website or at Council’s Customer Service Centre.
The Planning Agreement seeks to provide a monetary contribution to be used towards public domain improvement works within the Parramatta Central Business District (in the event that the land is developed for residential purposes) and also seeks to secure a 2 metre right of public access over the ground floor setback along Marsden Street.
The Planning Proposal, draft site-specific DCP and draft Planning Agreement will be on public exhibition from Monday, 16 November 2020 to Wednesday, 16 December 2020.

Written comments on the Planning Proposal, draft site-specific DCP and draft Planning Agreement are invited. All submissions received by Council will be considered before a final decision is made.
