To keep our community up to date with key Council decisions, outcomes and plans; here is a snapshot summary from Council’s Wednesday 16 December ordinary meeting.

Vibrant Communities 

PLA0020/20 – 57 Sutton Street, Warragul

Council issued a Notice of Decision to grant a planning permit for PLA0020/20 for the use and development of a tertiary education centre including works within a heritage overlay in accordance with the attached conditions in the officer assessment. 

Baw Baw Planning Scheme Amendment - proposed Heritage Overlay: The Gables, 101 Lardner Road, Drouin

Council authorised officers to seek authorisation from the Minister for Planning to prepare a Heritage Overlay on property at 101 Lardner Road, Drouin, under Section 8A(4)(a) of the Planning and Environment Act 1987 (the Act); 

Authorised officers to prepare the amendment generally as proposed in Attachment 1 of the report; and Authorised officers to exhibit the amendment in accordance with Section 19 of the Act. 

Baw Baw Civic Precinct - Draft Master Plan

Council noted the Draft Baw Baw Civic Precinct Masterplan and will place the Draft Baw Baw Civic Precinct Masterplan on public exhibition from 7 January - 5 February 2021 for community consultation and feedback. 

Safe and Sustainable Environments

Draft Waste Management Plan 2020-2025

Council noted the content and recommendations of the Draft Waste Management Plan 2020-2025 and approved the release of the Draft Waste Management Plan 2020-2025 for community consultation for a period of six weeks, from 17 December 2020 - 5 February 2021.  

Establishment of the reformed Municipal Emergency Management Planning Committee

Council moved to authorise:

The disestablishment of the existing Municipal Emergency Management Planning Committee (MEMPC); Authorise the CEO to facilitate the establishment of the MEMPC in accordance with the provisions of Section 68 of the Emergency Management Legislation Amendment Act 2018; and Noted that under the MEMPC Terms of Reference and the Emergency Management Legislation Amendment Act 2018 Council has fulfilled the obligation to establish this committee.   Organisational Excellence 

Instrument of Appointment and Authorisation under the Planning and Environment Act 1987

Council exercised the powers conferred by section 147 (4) of the Planning and Environment Act 1987, section 224 of the Local Government Act 1989 and section 313 of the Local Government Act 2020, resolving that;

The members of Council staff referred to in the instrument be appointed and authorised as set out in the instrument; The instrument comes into force immediately the common seal of Council is affixed to the instrument, and remains in force until Council determines to vary or revoke it; and In accordance with Council's Governance Rules, the instrument be signed and sealed by the Mayor and CEO. Bereavement Motion

Councillor Kostos moved a bereavement motion to commemorate Clive Walkinshaw, who was described as an icon of the local livestock industry, and worked at Alex Scott and Staff in Warragul for 66 years, the company’s longest-serving employee.

As of Wednesday 2 December 2020, Council meetings have reopened to members of the public. Due to COVID-19 restrictions, a maximum of 40 community participants are able to attend Council Meetings. To assist with contract tracing, meeting attendees must register their intention to attend a meeting via this link.

Meetings will remain available to the public via live stream, and community submissions can be made in writing.

The agenda for the next meeting will be available online the Friday prior to the meeting.
