The Black Rock Life Saving Club pavilion is being redeveloped in conjunction with the Victorian Government. The proposed renewal provides facilities within the pavilion for life savers of all ages and abilities, changerooms with individual toilet and showers (gender neutral), along with two accessible parking spaces adjacent to the building. No public toilet is proposed within the building, however a public toilet is being constructed on the esplanade at Black Rock foreshore in proximity to the Life Saving Club.
The proposed footprint will increase slightly, predominantly on the lower level, to accommodate storage of rescue equipment and provide changeroom facilities for members. The height of the proposed pavilion will match the existing roofline with the exterior of the pavilion complementing the coastal location. No vegetation removal is required for this project.
This popular section of Black Rock beach has known accessibility issues due to the steepness of the coastal escarpment and the slope of the path from the promenade to the beach. Council is committed to continuing to investigate opportunities to provide accessible beaches across the municipality. Further investigation is required to determine if and how better access can be provided at Black Rock whilst still protecting the coastal environment, including the vegetation and cultural history. However these complex issues will not be able to be resolved in time for access improvements to occur simultaneously with the pavilion renewal.
