Media Statement - Dog Breeding in Wollondilly

“I would like to reassure community members that Council is not changing our policy or approach to dog breeding across the Shire. Council has always adopted a common sense approach to the management and control of animal breeding, based upon fairness and an understanding that this is a recreational hobby enjoyed by many residents. Ultimately the NSW Government sets the rules on what’s allowable and of course our approach must be balanced against the legislative requirement for Council to investigate any complaints we receive from the community. I would like to see Council advocate strongly to the NSW Government to clearly define Animal Breeding and Boarding Establishments, particularly clearing up what is classed as a hobby vs a commercial operation to reduce uncertainty for our residents. I would also like to see us work with Dogs NSW and other key organisations to collaboratively develop strategies to manage this issue into the future.” Wollondilly Mayor, Robert Khan

Background: Complaints about dog and other animal breeding generally relate to the frequency of litters; noise, odour and traffic issues. Occasionally an investigation may reveal that the number of dogs kept for breeding exceeds what you would normally expect for a hobby. For example, approval would be required under State legislation if the area of the animal shelter is more than 10m2. Council does not require its residents to obtain a development application if they keep a few dogs and breed the occasional litter. We will continue to apply a fair approach, balanced against the impacts to other residents.
