At the Special Meeting of Council on Thursday 25 February 2021, Councillors resolved to move ahead with the proposal to enter into a Development Agreement with the Victorian School Building Authority (VSBA) to jointly fund new sports facilities at Sandringham College, Holloway Road campus.
Under this proposal, Council will fund two indoor sporting courts, nine outdoor sporting courts and an oval at Sandringham Secondary College at Holloway Road. An additional indoor court will funded by the State Government.
The development opportunity will provide a solution to Bayside’s netball court shortage, while also bringing additional benefits to school students.
Feedback collected from the community has resulted in a revised schematic layout to balance the needs of netballers for new facilities whilst minimising the impacts of the project on local residents as much as possible.
Under this revised layout, the courts will include an increased landscaping buffer zone between the school and adjacent properties, the hours of use for netball will be reduced and a comprehensive traffic management plan will be implemented.
Noise impacts will also be managed through limits on the PA system volume, noise limiter installation and strategically placed speakers. The proposed hours of operation for the facility were also substantially reduced in line with community feedback.
In giving their support to this project Councillors sought to address the historic underinvestment in netball in Bayside, while seeking to address many of the concerns of local residents.
Council will review the plans and endorse the Community Joint Use Agreement with the VSBA in the coming months.
