Vibrant CommunitiesAMD0001/20 - 245 Copelands Rd, Warragul
Council issued a Notice of Decision to amend planning permit number PSB0110/09 -245 Copelands Road, Warragul, subject to the amended conditions in the delegate report.
PLA0111/20- 44 Rangeview St, Warragul
Council issued a Notice of Refusal to grant a Planning Permit-PLA0111/20- 44 Rangeview Street, Warragul.
Planning Application PLA0003/20- 102 Lampard Rd, Drouin
Council, as the Responsible Authority, resolved to Issue a Notice of Decision to Grant a Planning Permit for Planning Application PLA0003/20 for buildings and works to construct 3 dwellings, extend the existing dwelling and subdivide land into 5 lots at 102 Lampard Road, Drouin subject to the amended conditions within the report.
Thriving EconomyGeneral Business Motion Response - Rates, Payment Arrangements and Interest
Council noted the findings of the report, in response to the General Business Motion of 10 February 2021, in relation to rates, payment arrangements and interest.
Safe and Sustainable EnvironmentsWaste Management Plan 2021-2025
Council noted the changes made to the Draft Waste Management Plan 2021-2025 as a result of the recent six week community consultation process; and
Adopted the Waste Management Plan 2021-2025; Adopted the following residential collection frequencies for inclusion in Council's next kerbside waste services contract: A 240 litre Food Organics and Green Organics bin collected weekly (including the provision of a kitchen caddy). A 120 litre residual garbage bin collected fortnightly including a Special Needs Program to cater for households with large waste volumes or specific waste disposal requirements). A 240 litre commingled recycling bin collected fortnightly; and An "at call" hard waste service. Noted that the introduction of a separate glass service will be further considered following the introduction of a Container Deposit Scheme in Victoria in 2023.Petition Response - Child Safety on Loch Street - Yarragon Primary School
Council endorsed the officer nomination for the installation of speed cushions to be installed in Loch Street, between Market Street and Rodier Road, Yarragon in the 2021/22 Draft Long Term Infrastructure Plan (LTIP) under the Local Area Traffic Management (LATM) Program; and
Notes the Department of Education has been advised of the petition received; and Council will notify the lead petitioner in writing of this decision.Petition Response - Safety Concerns for Intersection of Brandy Creek Road and Aspect Way, Warragul
Council resolved to engage a traffic consultant to undertake an independent Road Safety Audit of the intersection of Brandy Creek Road and Aspect Way to identify improvements, if any, for consideration; and
Noted that Regional Roads Victoria have been advised of the receipt of this petition; and Council will notify the lead petitioner in writing of this decision. Organisational ExcellenceDraft Annual Budget 2021/22, and draft Revenue and Rating Plan 2021/22
Council approved in principle the Draft Annual Budget 2021/22 (including the Schedule of Fees and Charges) and the Revenue and Rating Plan 2021/22 as required by Section 94 of the Local Government Act 2020; and
Authorised the CEO to give public notice of the preparation of the Annual Budget 2021/22 and Revenue and Rating Plan 2021/22, making available copies of the documents for inspection.In accordance with Council's Community Engagement Policy 2021, Council will invite submissions from the community until the close of business on Thursday 13 May 2021 and provide submitters with the opportunity to be heard in person by Council at a Council Meeting to be held on Wednesday 19 May 2021 at the West Gippsland Art Centre.
Council will consider the adoption of the Annual Budget 2021/22 (including the Schedule of Fees and Charges) and the Revenue and Rating Plan for the 2021/22 financial year at the Wednesday 23 June Council Meeting.
Draft Long Term Infrastructure Plan 2021/22-2030/31
Council approved in principle the Draft Long Term Infrastructure Plan 202/22-2030/31 and:
Authorised the CEO to give public notice of the preparation of the Draft Long Term Infrastructure Plan and to make available copies of the documents for public inspection.In accordance with Council's Community Engagement Policy 2021, Council will invite submissions from the community until the close of business on Thursday 13 May 2021 and provide submitters with the opportunity to be heard in person by Council at a Council Meeting to be held on Wednesday 19 May 2021 at the West Gippsland Art Centre.

Bereavement MotionsCouncillor Kostos raised a bereavement motion for well known community member Les Horsefield.
Councillor Jones raised a bereavement motion for long standing Wellington Shire Councillor Malcolm Hole.
As of Wednesday 2 December 2020, Council meetings have reopened to members of the public. Due to COVID-19 restrictions, a maximum of 40 community participants are able to attend Council Meetings. To assist with contract tracing, meeting attendees must register their intention to attend a meeting via this link.
Meetings will remain available to the public via live stream, and community submissions can be made in writing.
The agenda for the next meeting will be available online the Friday prior to the meeting.
