To keep our community up to date with key Council decisions, outcomes and plans; here is a snapshot summary from Council’s Wednesday 28 April ordinary meeting.
Vibrant Communities Baw Baw Civic Precinct Master PlanCouncil noted the community feedback received during the engagement process held in January and February that was summarised in the report and adopted the 2021 Baw Baw Civic Precinct Master Plan.
Naming Proposal for Marrabel Park and Hamilton Park, Waterford Rise DevelopmentCouncil resolved to not accept the naming of the final two parks in Waterford Rise as Hamilton Park and Marrabel Park; and
Refers the matter back to the Place Names Advisory Committee to suggest alternate Women’s or Indigenous names from Baw Baw Shire for these parks; and That a report comes to Council identifying women/indigenous peoples of significance to Baw Baw shires past to present to the place naming committee for future reference. Council, having considered all submissions made to the Baw Baw Planning Scheme Amendment C142 in accordance with Section 22 of the Planning and Environment Act 1987 (the Act), in its role as planning authority moved to:
Note the two submissions to Baw Baw Planning Scheme Amendment C142; Change the Amendment in response to Submitter 1; Does not agree to change the Amendment in the manner requested by Submitter 2; Request the Minister for Planning appoint a Panel under Section 153 of the Act to consider submissions; Under Section 23 of the Act, refer the submissions to an independent Planning Panel appointed under Part 8 of the Act; and, Advise the submitters of Council’s decision.Tender Recommendation Report: Erica to Rawson Trail
Council moved to accept the revised tender submitted by Ace Earthmoving Pty Ltd (ABN 43 105 360 692) for Tender 2020029: Erica to Rawson Trail for the total sum of $836,671.70 (excluding GST); and
Reallocate $51,810 of projected savings from the McCarthy Court Upgrade Project that is also funded under the Local Roads and Community Infrastructure Program to cover the projected budget shortfall; Endorse the path to be delivered with an asphalt wearing surface; and, Delegate authority to the CEO to sign the contract documents after they have been prepared and execute the award of the contract. Council noted the submissions received during the public exhibition period, in relation to the Draft Road Management Plan, and those submissions heard at the 28 April 2021 Council Meeting, prior to a report being presented to Council at the 9 June 2021 Council Meeting seeking adoption of a finalised Road Management Plan
Local Law Review
Council moved to approve the commencement of formal public consultation on the amended Local Law, as required under section 223 of the Local Government Act 1989.
Allocation of Recovery Funding for the 2019 South East FiresCouncil noted the acquitted projects as submitted to the relevant Government departments, and support the continued development and delivery of the remaining projects.
Organisational Excellence Draft Governance RulesCouncil moved to place the Governance Rules, which were created in accordance with the Local Government Act 2020 and have recently been amended, on public exhibition for a period of 21 calendar days from 29 April 2021 - 20 May 2021
Loan Borrowing Report - Loan RolloverCouncil resolved to approve the Chief Executive Officer to accept and sign the Offer of Finance letter from the Commonwealth Bank of Australia (CBA) dated 1 April 2021, that extends the term of the current loan facility (ILF-3000828) $4 million for a period of 12 months from 18 June 2021 to 20 June 2022; and
Accept and sign the Mortgage document relating to the $4 million loan. Notice of MotionCr McCabe, in accordance with the Council Expense Policy, sought a Resolution of Council to complete the Australian Institute of Company Directors course to be held in Melbourne from 17 to 23 June of this year. The course cost is $8,168 and therefore being over $5,000 requires a Council Resolution.
General Business MotionCr Lucas raised a General Business Motion requesting letters be sent to the Regional Director - Eastern Victoria at Regional Roads Victoria and Victoria Police, under CEO signature requesting traffic mitigation and safety measures at the intersection of Main South and Weebar Roads and Gould Street, Drouin.
As of Wednesday 2 December 2020, Council meetings have reopened to members of the public. Due to COVID-19 restrictions, a maximum of 40 community participants are able to attend Council Meetings. To assist with contract tracing, meeting attendees must register their intention to attend a meeting via this link.
Meetings will remain available to the public via live stream, and community submissions can be made in writing.
The agenda for the next meeting will be available online the Friday prior to the meeting.
