Russell Street Refresh works start on southern side

Toowoomba Regional Council (TRC) today (Monday, July 26, 2021) will begin constructing the next phase of the Russell Street Refresh project in the Toowoomba CBD.
TRC Infrastructure Services Committee chair Cr Carol Taylor said major works on the northern side of Russell Street between Victoria and Ruthven streets were nearing completion.
“Construction on the southern side of Russell Street from Victoria to Ruthven streets will commence on Monday, July 26, 2021,” Cr Taylor said.
“The project will revitalise the section of Russell Street from Victoria to Neil streets.
“The project will provide upgraded pavement and footpaths, a tree-lined centre median between Victoria and Ruthven streets, lighting, green space and trees, street furniture and public art.
“In addition to streetscape works, infrastructure such as stormwater, water main and communications will be upgraded and powerlines moved underground.
“Council encourages our community to come down and support the local businesses in Russell Street and see the completed works.”
Russell Street businesses remain open during construction with access maintained at all times.
Free, time-limited, one-hour parking is in place in Russell Street and Scholefield streets.
The southern lane in Russell Street, between Victoria and Ruthven streets, will be closed to westbound traffic until October 2021, weather permitting.
Detours, traffic controllers and signage will be in place for the safety of pedestrians, motorists and construction workers.
Road users may experience minor delays during these works and are encouraged to plan ahead, drive to the changed traffic conditions and follow all signage.
Council will make every effort to minimise construction impacts and thanks the community for their patience and co-operation during these works.
The project is being completed as two stages. Stage one, Victoria to Ruthven streets, commenced in mid-February and will be completed in October 2021, weather permitting. Stage two, Ruthven to Neil streets, will be completed from February to October 2022, weather permitting.
Delivery of this project is a key outcome of the Toowoomba City Centre Master Plan.
