Heavy Haulage Development Contributions Plan

Following its public exhibition in July 2021, Councillors considered several submissions on the draft Heavy Haulage Development Contributions Plan (2021) and determined to adopt the plan. The new plan replaces the Yass Valley Heavy Haulage Section 94 Plan (2006) and provides for charges to be applied to new developments towards the maintenance of local roads, due to heavy vehicle movements associated with their site. The 2006 plan was long-overdue to be replaced, particularly as the volume and type of heavy vehicle movements have changed since then.

2021/22 Blackspot Program Grant

Councillors accepted a grant of $1,405,000 under the 2021/22 Australian Government Blackspot Program. The funds have been allocated to:

Mulligans Flat Road (0.5-kilometre section near the ACT border) safety improvements - shoulder widening and vegetation clearing - $745,000. Murrumbateman Road (two-kilometre section west of Nanima Road) safety improvements - shoulder widening, barrier installation and audio-tactile marker placement - $660,000.

Work will be completed by 30 June 2022.

Crago Mill Precinct Business Case

Councillors gave the go-ahead for Council to develop a business case for the Crago Mill Precinct using $55,000 from the Land and Buildings Reserve. A development application for the precinct is being prepared and the business case will determine the funding requirements, sources and sustainability of the project.

Six-Monthly Progress Reporting

Councillors noted the six-monthly progress report for the 2017/18 to 2020/21 Delivery Program for the period 1 January to 30 June 2021. The updates include:

Replacement of three timber bridges: Balgalal Creek Bridge, Carrolls Creek Bridge and Tributary to Carrolls Creek Bridge. Preparation of the Victoria Park Masterplan. Lodgement of a development application for the Murrumbateman Primary School following Council’s advocacy. Launch of Yass Valley Eco Champs - a promotional program giving recognition to local businesses that are making efforts to increase their environmental sustainability.
