Queensland Border Update for Moree Plains Residents

Queensland Health have clarified key parts of Border restrictions Direction (No. 56) related to people in the restricted border zone area, i.e. Moree Plains Shire. From 1 am Monday, 13 December, people who need to travel into QLD from Moree Plains Shire for any purpose can do so under the general entry pass if they are fully vaccinated, have received a negative PCR test within 72 hours before they enter QLD and have a test on day 5 after they enter QLD. The permits will be available here https://www.qld.gov.au/border-pass.

Note: QLD Health have advised that there are several entry pathways available for border zone residents and Queensland residents who have been in a restricted border zone, depending on where they live, circumstances and the reasons they need to enter Queensland.

Border zone residents are not subject to the pre-entry PCR testing requirements to enable them to commute and otherwise cross the border regularly. Because they are not subject to a testing process, border zone residents who are unvaccinated and/or have been in a restricted border zone area in the previous 14 days are only permitted to enter Queensland for the essential reasons available to the category relevant to them (outlined in paragraphs 7–9 of the direction).

However, Paragraph 16 of the direction provides an alternative entry pathway for border zone residents and Queensland residents who have been in the restricted border zone in the previous 14 days. They can instead enter as a hotspot traveller under Paragraph 4(b) in Part 1 of the direction, providing they:

• Are fully vaccinated • Undertake the required PCR test within 72 hours before entering Queensland and have received a negative result • Agree to undertake an additional PCR test on Day 5 after entering Queensland.

A Queensland resident who has been waiting in Moree to return to QLD can enter Queensland by road under a general Queensland entry pass using Part 1 of the direction, rather than using the Border Zone Travel (X/XR pass) pathway.
