Toowoomba Regional Council (TRC) and Western Downs Regional Council (WDRC) are spearheading a new direction in waste management via a joint procurement activity for contracts covering waste and recyclables collection and a recyclables processing service.
TRC Water and Waste Committee portfolio leader Cr Nancy Sommerfield said the councils were calling for tenders through Vendorpanel marketplace until late April 2022.
Cr Sommerfield, pictured, said the joint approach for securing new contracts offered a range of benefits to both councils and ratepayers.
“TRC’s current waste and recyclables collection and bulk haul and processing of recyclables service contract expires on June 30, 2023,” Cr Sommerfield said.
“Calling for tenders now leaves sufficient time to finalise various activities, such as the provision of new vehicles and equipment before the new contract starts on July 1, 2023.
“The respective contract expiry dates offer a chance to use a joint procurement process that delivers separate contracts to each council. This will address specific requirements for each council’s service areas, types and frequencies.
“Importantly, the new contract provides the flexibility to cater for the implementation of TRC’s Waste Management Strategy 2021.
“This includes opportunities to implement organic waste collection and processing, and changes to the location of recycling processing, should this occur.
“Waste management contracts are among Council’s largest and longest contractual agreements, so I welcome the chance to take advantage of this joint procurement opportunity.
“Apart from improving procurement efficiency, there are potential cost savings that can be achieved through economies of scale where a single contractor has the chance to secure multiple contracts.
“There will be additional benefits from establishing a collaborative relationship with WDRC in anticipation of further regional collaboration opportunities in waste management.
“Council is working to refine practices that will improve service delivery for residents, while also meeting legislative and environmental requirements.”
