Exhibition of Planning Proposal and Draft Planning Agreement for 263-273 & 279R Pennant Hills Road and 18 Shirley Street, Carlingford

City of Parramatta Council is exhibiting amendments to the Parramatta (formerly The Hills) Local Environmental Plan (LEP) 2012 with a Draft Planning Agreement for the site at 263-273 & 279R Pennant Hills Road and 18 Shirley Street, Carlingford.

The proposal seeks to amend Schedule 1 and amend the Additional Permitted Uses Map to facilitate shops, food and drink premises, business premises and recreational facility (indoor) on the site.

Changes to the Planning Controls

Council is exhibiting changes to the Parramatta (former the Hills) LEP 2012. Key aspects of the Planning Proposal are:

Addition of shops, food and drink premises, business premises and recreational facility (indoor) as additional permitted uses (limited to a maximum of 2,000sqm) to Schedule 1. Amending the Additional Permitted Uses Map to reflect the addition of shops, food and drink premises, business premises and recreational facility (indoor) within the RE4 High Density Residential part of 263-273 & 279R Pennant Hills Road and 18 Shirley Street, Carlingford.

These proposed amendments intend to facilitate retail floor space, metro style supermarket along with specialty retail, business, and recreational uses.

Draft Planning Agreement

Council has negotiated a Draft Planning Agreement with the developer in accordance with Council’s Planning Agreements Policy (2018) and the Department of Planning and Environment’s Planning Agreements Practice Note – February 2021. The Draft Planning Agreement proposes:

Provision of a raised pedestrian crossing on Shirley Street. Provision of a shared walking and cycling path through Shirley Street Reserve to provide a connection to the Carlingford Light Rail pedestrian network. Have your say
