To keep our community up to date with key Council decisions, outcomes and plans; here is a snapshot summary from Council’s Wednesday 8 March Council meeting.
Community InfrastructureLogan Park Cycling Centre of Excellence – Feasibility Study
Council noted the report on the feasibility for the proposed Logan Park Cycling Centre of Excellence and moved an alternation motion to defer the decision on the discontinuance of the project, until no later that 12 April 2023, to allow further consultation to be held.
General Business Motion Response - State Government Cost Shifting
In response to the General Business Motion, tabled at the Council Meeting on 19 October 2022, Council moved to;
Continue to provide an allocation for maintenance to DEECA (formerly known as DELWP) assets through the Annual Maintenance Allocation Program and Matrix as adopted by Council on 27 May 2020, and; Continue to maintain the eligibility status of DEECA assets and committees to seek grants or sponsorship through the Community Financial Assistance Program as adopted by Council on 27 February 2019, and; Continue as per historical precedent to renew DEECA assets where they have been identified in an adopted Council Master Plan, and/or when State and/or Federal Government funds are contributing to the funding for the project, and; Write to DEECA and local State Government Members seeking an increase in funding and resources for the renewal and ongoing maintenance of DEECA assets, and; Continue to provide building insurance for all public buildings and Council buildings within the Shire regardless of ownership as per the Community Facility Pricing Strategy adopted by Council on 25 May 2016. Strategy and Organisational Performance General Business Motion Response: Child and Youth EngagementCouncil received and note the report on Child and Youth Engagement in response to the General Business Motion at the Council Meeting on 23 November 2022, and note that the report will be distributed to youth stakeholders.
Governance and Information Services MAV State Council - Call for MotionsCounci moved to submit the following motions to the May 2023 meeting of the Municipal Association of Victoria State Council:
"Advocate to the Victorian Government for increased funding of Councils by doubling the Growing Suburbs Fund to $100 million commencing from the 2024/25 Budget." and; "Advocate to the Victorian Government for the Department of Transport and Planning to urgently review the developer contributions schemes in light of rising property and construction costs." and; "Advocate to the Victorian Government to take on the planning, design and delivery of flood overlays across Victoria." and; "Advocate to the Victorian Government for the Department of Energy, Environment and Climate Action to proactively manage community facilities located on Crown Land including regular maintenance and upgrades." and; "Advocate to the Victorian Government on the significant impact of the Kindergarten – Best Start, Best Life reform has on Councils, and requests detail on how the Victorian Government plans to fund and deliver infrastructure for the reforms."Australian Local Government Association - National General Assembly 2023
Council moved to submit the following motion to the 2023 National General Assembly of the Australian Local Government Association:
"This National General Assembly calls on the Australian Government to provide more critical infrastructure and services for fast-growing peri-urban regions of Australia. It’s important that for those community members moving from the city into peri-urban communities, that the same amenity and effective connectivity - both digital and transport – are readily available."
Council noted that Baw Baw Shire will be represented at the National General Assembly by Councillors and Officers.
General Business General Business Motion tabled by Cr GauciCr Gauci tabled a General Business Motion calling for a report, to be tabled no later than 10 May 2023, outlining what Council is doing to provide natural shade in open space areas and playgrounds.
Mayoral MinuteCr McCabe used her Mayoral Minute to reflect on International Women’s Day and to promote the event Council is delivering tomorrow in conjunction with Women in Gippsland, which she has always found to be inspiring, informative and fun.
