Central Highlands Regional Council announces resignation of CEO

Central Highlands Regional Council Chief Executive Officer, Ms Sharon Houlihan, has submitted her resignation.

Ms Houlihan was appointed as chief executive officer (CEO) in November 2021, coming from Wellington Shire Council in Victoria.

Mayor Kerry Hayes paid compliment to Ms Houlihan’s leadership and thanked her for her instrumental guidance through the various challenges and successes during her tenure.

‘Sharon has brought an incredible professional approach to this organisation that is reflected through the executive leadership team and the entire council team,’ Mayor Hayes said.

‘Our place is better for her determination and dedication to the very difficult role of CEO, and whilst we will miss her, we respect her moving to a new role and wish her all the best,’ he continued.

Ms Sharon Houlihan reflected on her time with council.

‘It has been an honour to serve the Central Highlands community, and I am proud of what we have accomplished together,’ Ms Houlihan said.

‘I want to express my gratitude to the Mayor, councillors, and the wonderful staff at council for their support and collaboration,’ she continued.

Ms Houlihan leaves Central Highlands to fill the chief executive officer role at Canberra Region Joint Organisation.

‘Importantly, I will remain working in and for local government, the sector that has held my passion since entering it nine years ago,’ she said.

The search will begin for a new CEO after the council election coming up in March. In the meantime, Ross Higgins, an experienced local government executive, will assume the responsibilities of acting CEO, ensuring continuity and stability in the organisation’s leadership.

Mayor Hayes welcomed Mr Higgins back to council.

‘Mr Higgins worked with council on an interim basis back in 2022, and we are excited to welcome him back to the Central Highlands,’ Mayor Hayes said.

‘I am excited to be able to work with Central Highlands Regional Council again and renew relationships with the Mayor, councillors and staff to continue the outstanding work and progression of the organisation,’ Mr Higgins said.

Mr Higgins will begin his interim tenure with council next week.
