Council meeting briefs – Thursday, 23 November 2023Minister for Planning and Public Spaces- NSW Housing Crisis
Council passed a motion that the Minister for Planning be advised of the current initiatives being pursued by Council to increase housing supply.
Development Application DA230034- Shed, 50 Merryville Drive, Murrumbateman
Development Application DA230034 was refused by Council as the shed, due to its size and height, would not be consistent with existing development in the area. Council has encouraged the applicant to modify the application and then reapply.
Development Application DA135005- Subdivision. 1B Rosamel Street, Gundaroo
Council gave conditional development consent for Development Application DA135005 for a four lot subdivision at 1B Rosamel Street, Gundaroo.
Lease of Yass Memorial Pool for Construction of a Heated Pool
Council passed a motion that the lease and contract documentation for the redevelopment of the Yass War Memorial Pool and construction and management of an indoor heated pool and associated facilities at the Pool site be prepared and presented to a Councillor Workshop prior to undertaking any Expression of Interest process.
Partial Road Closure of Nottingham Road near Swinging Bridge Reserve
Council has deferred its consideration of the report on the partial road closure of Nottingham Road near Swing Bridge Reserve for a land exchange between Council and Crown Lands. A forum will be organised for the three impacted occupiers to address Councillors.
Yass Water Treatment Plant- Project Update Council noted a recent update report on the Water Treatment Plant Upgrade Project. Council has supported Option Four for the augmentation of the existing Water Treatment Plant utilising existing flocculation, dissolved air flotation and filtration assets, but with provision for future water softening to reduce treated water hardness and for additional filters.
Yass Water Treatment Plant Upgrade Project- Water Matters Survey 2023
Council noted the community responses from the recent Water Matters Survey. Council will incorporate the customer feedback in the preparation of the business case for the Water Treatment Plant Upgrade. Council will also conduct regular surveys to measure the impact of interventions on the Water Treatment Plant and in the water reticulation system to improve water quality and to engage with customers.
2022/23 Draft Annual Financial Statements
Council passed a motion that the 2022/23 Annual Financial Statements be signed and referred to the NSW Audit Office. Upon receipt of the Audited Report for 2022/23 Annual Financial Statements, a copy will be forwarded to the Office of Local Government and presented at Council’s next Ordinary Meeting.
2023/33 Long Term Financial Plan Review
Council noted the revision and update of the 2023-33 Long Term Financial Plan.
Investment Report- October 2023
Council noted the Investment and Borrowings Report for October 2023.
Council’s Financial Position and Crago Mill
Council noted the letter from the Minister of Local Government, Hon. Ron Hoenig MP to the Member for Goulburn, Wendy Tuckerman.
2022/23 Annual Report
Council noted the 2022/23 Annual Report, which has now been completed.
WHS Improvement Program Update
Council noted the Work Health and Safety Improvement Program report.
December 2023 Meeting Date and Time
Council has re-scheduled its next Council meeting from Thursday, 21 December 2023 to Wednesday 20 December 2023 at 4pm.
Christmas/New Year Opening Hours
Council noted that all Council services will be closed from close of business on Friday 22 December 2023 until Tuesday 2 January 2024, other than the following: Yass and Binalong Swimming Pools, Yass Valley Information Centre, Waste Transfer Stations, Waste Collections, Roads and Maintenance Services, Water and Wastewater Services and Duty Officer.
Crago Mill Precinct
Council voted to accept a tender for the development of the Crago Mill Precinct. The Precinct is a significant infrastructure project for Yass as it will include a number of community facilities including: the restoration of the Crago Mill building, a library with an updated children’s area and study centre, a commercial space for long-term tenants available for community hire, the Council administration building and Council Chambers and a green plaza area. Council in September voted to reject the tenders offered and entered into new negotiations. Following further negotiations the construction company David Payne Constructions Pty Ltd was successful in gaining the tender. The next stage of the project will involve finalising designs for the new precinct. Construction on the project will then commence.
