Cardinia Youth Hub update

At last night’s Council meeting, Council endorsed a recommendation to proceed with construction of the new youth hub at 41 James Street, following a comprehensive evaluation of alternative options.

Construction of the youth centre was paused last year after structural defects were identified. Council engaged relevant technical experts to undertake independent investigations of the site following the liquidation of Allmore Constructions Pty Ltd in October 2023. These investigations found defects which made the building unsafe.

Council has since undertaken a through process to evaluate the future of the youth hub project and to determine the best way forward that ensures timely delivery of the project, retention of grant funding and the best outcome for service partners and the community. It is expected that the new youth hub will be operational by late 2027.

An initial assessment was undertaken of 12 options across the shire and, following a thorough evaluation process, 5 options were endorsed by Council in June to be further assessed.

This assessment process found the original location in James Street to be the most appropriate due to several factors, including:

Cardinia Shire Council Chief Executive Officer, Ms Carol Jeffs, said Council had been committed to undertaking a thorough and transparent process when evaluating options for the future of the youth hub.

“Council has undertaken a rigorous and transparent evaluation process to ensure we have considered all viable options in determining the future of the youth hub project,” Ms Jeffs said.

“Proceeding with construction of the youth hub in James Street means that this vital project can be delivered as quickly as possible with the funding available, and with greater certainty than other options.”

Cardinia Shire Mayor Councillor Jack Kowarzik said Council would continue to work with key partners to ensure continuity of youth services for the shire’s young people.

“Our intention has always been very clear, and we remain committed to delivering a youth hub in Pakenham to support our young people,” Mayor Kowarzik said.

“The forecast growth in population, and growing number of young people living in our shire, reinforces the need for a Youth Hub to be delivered as soon as possible to support service provision and expansion.”

Youth services are continuing to be provided from My Place in Main Street, Pakenham, and Council is continuing to work closely with services that provide important programs and support to young people.

Council is continuing to seek legal advice on any appropriate action that may be taken by Council on behalf of the community against those responsible for design and construction.
