November 2024 Council Meeting wrap

The new Councillor group held its first scheduled Council Meeting (following the earlier unscheduled meeting to elect the Mayor and Deputy Mayor) on Wednesday 27 November 2024 at the Gisborne Council Chambers, with the evening opened by a Welcome to Country and Smoking Ceremony.

The following matters were considered and endorsed at the November 2024 Council Meeting:

Contracts to be awarded ─ Council noted the awarding of contracts by Council officers under delegated authority, for identified renewal works on the Bolinda Hall and for the replacement of the Clarke Street footbridge in Mount Macedon.

Delegated authority was also granted to the CEO to award contracts for two new netball courts at Gilbert Gordon Oval, as well as endorsing selected contractors to the supply panel for future asphalt works on roads across the shire.

Quarterly Financial Report ─ Council received a report detailing Council’s financial performance against the Budget 2024-25 for the first quarter of the financial year (as at 30 September 2024).

The income statement reports an initial operating surplus of $61.99 million – exceeding the budgeted surplus of $58.66 million – with this balance to decrease as the year progresses and expenditure is incurred to deliver various services and works.

Audit and Risk Committee Councillor appointments/Council memberships ─ Council appointed Cr Alison Joseph and Cr Christine Walker as Councillor delegates to the Audit and Risk Committee, with Cr Cassy Borthwick and Cr Daniel Young appointed as Councillor delegate substitutes.

Council also endorsed ongoing memberships to a number of important industry or advocacy bodies including:

the Central Victorian Greenhouse Alliance Rural Councils Victoria the Municipal Association of Victoria the Victorian Local Governance Association the Australian Local Government Women’s Association – Victorian Branch.

Alteration of December 2024 Planning Delegated Committee Meeting ─ To provide sufficient time for the consideration of any planning matters for the new Councillor group, Council endorsed a rescheduling of the December 2024 Planning Delegated Committee Meeting, moving back a week to now be held online at 7pm on Wednesday 11 December 2024.
