Council Endorses Town-led Floreat Plan, Opposes APIL’s Proposal

The Town of Cambridge Council considered two competing Precinct Structure Plans (PSP) for the Floreat Activity Centre at its 26 November 2024 ordinary council meeting.

This milestone in the Town's strategic planning program involved reviewing a Town-led PSP and a landowner-led PSP submitted by APIL Group. Both proposals will now be forwarded to the Department of Planning, Lands & Heritage (DPLH) for further consideration. The Western Australian Planning Commission (WAPC) is the final decision maker and is expected to make a determination within 120 days, unless an extension is granted.

Council recommends the WAPC approves the Town-led draft PSP, prepared by GHD, which reflects community priorities, preserves the area’s leafy character, aligns with the Town’s Local Planning Strategy, and meets State Government density targets for 2050. The Town-led draft PSP was developed following extensive community consultation throughout 2024 and involved the Community Working Group working closely with GHD.

In contrast, the APIL Group’s draft PSP, prepared by Hatch RobertsDay, is recommended for rejection due to concerns over excessive building heights and scales, and non-compliance with key design guidelines.

During the meeting, Elected Members highlighted the collaborative efforts in developing the Town-led PSP, recognised as a model for balancing local character with future growth needs, and expressed gratitude to the community for their detailed contributions and the Administration for efficiently managing the complex requirements.

Mayor Gary Mack said: “This has been a tremendous effort by everyone involved. The Town-led plan demonstrates a commitment to honouring community aspirations while meeting future planning objectives. I thank our residents, Councillors, and staff for their dedication to achieving a balanced and thoughtful outcome”.
